Subject: Recommendation to Appropriate Funds to Enhance the
Operation and Maintenance of the Downtown Parking
structures
Introduction
This report recommends the City council appropriate $85,000.00
from Parking Authority reserves to enhance the operation and
maintenance of the downtown parking structures.
Discussion
In response to City Council direction and in response to comments
about the need to enhance the operations and maintenance in the
downtown parking structures, staff believes certain improvements
should be made in the downtown parking structures. The areas of
improvement include the operation of the elevators, the parking
information and directional signing, the parking stall markings,
the lighting, and the elevator flooring. Attached is a list of
improvements and estimated costs for each category. The
discussion below provides detail of what is proposed.
The elevator operation improvements include installing additional
vandal-proof buttons in the cars and in the halls, insuring that
the elevator buttons coordinate with the levels in the structure,

and installing new door detector devices. All of these changes
are designed to reduce problems associated with elevator
operations and the amount of maintenance due to vandalism.
staff has prepared changes to the existing parking directional
signs inside each structure to more clearly direct motorists to
available parking areas and to the exits. Also, in conjunction
with the parking meter changes in the structures, additional
parking information signing will be provided.
The proposed improvements also include repainting all of the
parking stall markings, relamping all of the existing light
fixtures, and reflooring all of the elevators in each of the six
structures. These improvements have been discussed with staff of
Bayside District Corporation and are supported by the BDC.
Budqet/Fiscal Impact
All of the proposed improvements are estimated to cost
$85,000.00. It is recommended the funds for this cost be
appropriated from the Parking Authority reserves.
Recommendation
It is recommended the the City Council appropriate $85,000.00
from Parking Authority reserves to account number 77-500-610-
00000-6691-00000 (parking structure maintenance) to enhance the
operation and maintenance of the downtown parking structures.
