SUBJECT: Recommendation to Authorize city Manager to Negotiate
and Execute an Agreement with EIP Associates for
Preparation of an EIR on the Cloverfield lVidening
Project
INTRODUCTION
This staff report recommends that the city Manager be authorized
to negotiate and execute an agreement with ElP Associates in the
amount of $56,508 to prepare an EIR on the Cloverfield Widening
Project.
BACKGROUND
The Land Use and Transportation Management Department prepared an
Initial study for the Cloverfield Widening project, which
determined that the proposed project would require the
preparation of an EIR.
The EIR will examine a number of potential environmental impacts
of the proposed project, including traffic and circulation, air
quality, storm water runoff, construction effects and
neighborhood impacts. In addition, the EIR will examine a range
of alternatives to include no project, and three alternatives to
the widening of Cloverfield. Prior to the preparation of the
EIR, a public seoping meeting will be held to identify any other

areas for study. Through this process, the three alternatives to
be studied will be developed. Once an EIR is prepared, there
will be a public comment period during vJhich time interested
persons can review and comment on the environmental analysis.
A Request for Proposal to prepare the EIR for this proj ect was
issued by the Land Use and Transportation Management Department,
which is responsible for preparing City environmental documents.
The following three firms responded with proposals: ElF
Associates for $56/508, Environmental Science Associates, Inc.
for $60,120 and Phillips Brandt Reddick for $76,517.
Staff reviewed the proposals and recommends the selection of ElF
Associates. ElF Associates' proposal indicated a better
understanding of the issues related to alternatives 1 traffic,
construction, and neighborhood issues.
BUDGET/FINANCIAL IMPACT
The costs for this EIR has been budgeted in Account
01-770-415-25191-8917-99145.
RECOMHENDATION
It is respectfully recommended that the city Council:
1) Approve selection of ElF Associates to prepare an EIR of the
proposed Cloverfield Widening Project.
2) Authorize the City Manager to negotiate and execute an
agreement with ElF Associates at a cost of $56,508 for
