SUBJECT: Recommendation to Award Bid to Furnish and Deliver
Miscellaneous Stationery Supplies, Bid #2327
Introduction
This report concerns award of bid to furnish and deliver
miscellaneous stationery supplies at specified unit prices, plus
applicable sales tax,
including renewal options for two
additional years.
Background
In response to published Notices Inviting Bids (published
January 7 and 8, 1991) to furnish and deliver miscellaneous
stationery supplies in accordance with city specifications, bids
were received and publicly opened and read on February 11, 1991.
proposal forms were mailed to seventeen vendors and notices were
advertised in accordance with city Charter and Municipal Code
provisions. Five proposals were received as follows:

The items covered by this bid include a variety of stationery
supplies ordered on a repetitive basis by all departments.
Recently, staff implemented a pilot program of "Desktop Ordering"
in which selected departments faxed their stationery orders
direct to the stationery vendor for delivery within 48 hours.
The program was successful and current bid specifications were
modified for "Desktop ordering."
Bids were evaluated as follows:
1. Full service office products distributor.
2. Desktop ordering.
3. Percentage discount from Manufacturer's Price List.
4. Delivery time after receipt of order.
5. Vendor inventory.
6. Return policy.
7. On-line computer services.
8. Additional services available.
9. References - to determine quality of service.
10. Recycled Products literature.

Miscellaneous CUP Conditions
26. The building address shall be painted on the roof of the
building and shall measure four feet by eight feet (32
square feet).
27. If any archaeological remains are uncovered during
excavation or construction, work in the affected area
shall be suspended and a recognized specialist shall De

30. The Conditional Use Permit and Development Review shall be
of no further force or effect if the Tentative Map ex-
pires prior to approval of a Final Map for said tract.
31. In the event permittee violates or fails to comply with
any conditions of approval of this permit, no further per-
mits, licenses, approvals or certificates of occupancy
shall be issued until such violation has been fully
remedied.
J2. Within ten days of Planning Division transmittal of the
statement of Official Action, project applicant shall
sign and return a copy of the statement of Official Action
prepared by the Planning Division, agreeing to the Condi-
tions of approval and acknowledging that failure to comply
with such conditions shall constitute grounds for poten-
tial revocation of the permit approval. By signing same,
applicant shall not thereby waive any legal rights appli-
cant may possess regarding said conditions. The signed
statement shall be returned to the Planning Division.
Failure to comply with this condition shall constitute
grounds for potential permit r8vocation.
33. This determination shall not become effective for a period
of fourteen days from the date of determination, or, if
appealed, until a final determination is made on the ap-
peal. Any appeal lIlUSt be lIade in the form required by the
Zoning Administrator.

Recommendation
It is recommended that the award of Bid #2327 be made to Eastman
at specified unit prices and percentage discounts, plus
applicable sales tax, with renewal options for two additional
years, as the lowest and best bidder.
