SR-6-V (13) GS:SES:JM:aa (1/15) sr0122 Council Meeting: 01/22/91 Santa Monica, California i.-V JAN 2 2 1991 TO: Mayor and city council FROM: city staff SUBJECT: Recommendation to Award Contract for the Construction of Facilities at the West End of the Santa Monica Pier Introduction This report requests that the city council award a contract for the construction of facilities at the west end of the Municipal Pier to wang Milestone Construction Inc., the lowest responsible bidder, in the amount of $1,013,300. The report also requests council to authorize related budget transfers. This proj ect marks the end of the reconstruction process and the beginning of the Pier's revitalization. Backqround The replacement of facilities destroyed during the 1983 winter storms at the west end of the Municipal pier is the final phase of the Pier's reconstruction. Since the time that the city council conceptually approved the design alternative for the reconstruction of the pier in May, 1985, the city has followed a phased approach for its implementation. The first phase, the strengthening and upgrading of the existing Pier, was completed in October, 1986. The second phase, reconstruction of portions of the Pleasure pier, was completed in September, 1988. The third phase, the reconstruction of the west end of the Municipal Pier, was completed in April, 1990. - 1 - M~ ~991 . . At its January 24, 1988 meeting, the city Council authorized Richard Al tuna Archi tecture to provide archi tectural and engineering services for the public and commercial facilities at the west end of the Pier. The selection of Richard Altuna was the result of a limited design competition in which several firms, which had been involved with the Pier over the past ten years, were invited to submit design concepts based on a conceptual program of uses. Staff worked closely with the Pier Restoration Corporation (PRC) to develop the program of uses and together selected Richard Altuna's design as the one best able to create a sense of place consistent with the Pier Design Guidelines. The scale and placement of the buildings, as well as the use of materials, was found to be evocative of the character and charm of the former west end. Historically, the Municipal pier has been the public recreational area of the Pier with its emphasis on fishing and ocean viewing. The program of uses was developed to re-establish and recapture the successful elements of the pre-storm west end. In addition, key aspects such as preserving open vistas, creating both public and private congregating areas, and maintaining accessibility around the entire perimeter were incorporated in the design. The new facilities are intended to serve visitors to the end of the pier and to encourage daytime and nighttime activity. The facilities, which total 10,300 square feet, in two stories, include a Harbor office, public restrooms, first aid room, bait r shop, restaurant, and a public observation deck and bleachers. '" . ... < - 2 - Prior to the 1983 storms there were approximately 15,000 square feet of commercial and public uses, including a cafe, rock shop, sportfishing and bait shop, restrooms, Harbor office, photo exhibit, and boat storage lockers. The upper and lower decks of the pre-storm west end totaled 50,000 square feet as compared to the newly rebuilt deck of 40,000 square feet. The City will construct all the buildings including the shell of the restaurant and the bait shop. At the time that the City was pursuing the selection of architectural services, the PRC issued a Request for Proposals for the restaurant operator. The PRC selected Pacific Fare Inc. as the operator based on the quality of their existing operations, such as the Omelette Parlor and the Malibu Inn. Additionally, the proposed ambiance and menu met the moderate priced, casual, family-oriented operation envisioned for the west end of the Pier. The lease for the 318 seat restaurant has been executed and Pacific Fare is prepared to construct the tenant improvements once the restaurant shell is comp~eted. In addition to the dining room, the restaurant will feature open air deck seating on the lower level and 90 roof deck seats around an enclosed second floor kitchen. The PRe is currently in negotiations for the operation of the bait shop. A ticket office for future sportfishing and charter boat operations will be built and the bait shop is large enough to accommodate an expanded operation. This flexibility has been included in the design to provide for the expansion of water-related uses when the breakwater is restored. - 3 - Following the completion of design development drawings, it became necessary for the City to terminate the contract with Richard Altuna Architecture since the firm was unable to complete the drawings in a timely manner. staff moved quickly to replace Altuna with Laffin Liets & Associates, Architects. This firm has expertise in the production of high quality construction documents. The City has had excellent results from Laffin Liets on several projects including the remodel of the main library and the tenant improvements for the Ken Edwards Center. The construction of the facility should be completed by the end of June, 1991. This will allow Pacific Fare to make tenant improvements in time for a grand opening this summmer. A major portion of the west end of the Pier will be fenced off during construction. However, the lower fishing decks will remain accessible to the public. A Notice Inviting Bids was published on November 21 and 23, 1990, in the Outlook and in twelve (12) construction publications and minority business associations. Plans and specifications were issued to eleven (11) contractors. Bids were opened and read publicly on December 20, 1990, by the city Clerk. Three bids were received as follows: Wang Milestone Construction, Inc. $1,013,300 California I.B.A., Inc. $1,150,000 r.E.C.S., Inc. $l,157,678 Engineer's Estimate: $ 900,000 - 4 - Wang Milestone Construction, Inc., the lowest responsible bidder, has extensive experience in public works projects. The firm has constructed four schools for the LA Unified School District, the Garvey Ranch Historical Museum for the city of Monterey Park, the Police and Fire Facility for the city of Sierre Madre, and housing for the City of Industry. Reference checks have revealed high quality work and a cooperative attitude. Wang Milestone Construction is certified as a Disadvantaged Business Enterprise. Budget/Financial Impact Funds required are as follows: Contract Contingencies Total $1,013,300 $ 100,000 $1,113,300 Appropriation authority is available in Account Number 30-740-625-26489-8911-99101, Municipal pier Common Area Improvements, in the amount of $1,047,588. Staff recommends that Council authorize the transfer of $ 65,7l2 from Account 30-740-625-22588-8911-99250, pier Electrical, to Account 30-740-625-26489-8911-99101 for a total appropriation authority of $1,113,300. The transfer will cover contingencies; the funds are available from the balance of the infrastructure replacement project that was completed as part of the Municipal pier reconstruction last year. Part of this work is eligible for Federal Emergency Management AGency (FEMA) funds. FEMA will pay for seventy-five (75) percent - 5 - of the cost of replacing the facilities to their pre-storm condition, or approximately $340,000. Recommendation staff respectfully recommends that the City Council: 1. Award a contract for the construction of facilities at the west end of the Santa Monica pier to Wang Milestone Construction, Inc., the lowest responsible bidder, in the amount of $1,013,300. 2. Authorize the city Engineer to issue any change orders necessary to complete additional work to the extent funds are available in accordance with the Administrative Instruction on Change Orders. 3. Authorize the transfer of $65,712 of appropriation authority from Account 30-740-625-22588-8911-99250, pier Electrical, to Account 30-740-625-26489-8911-99101, Municipal Pier Common Area Improvements.
