Introduction
This report requests that City Council appropriate $100,000 from
the Water Fund Balance to capital project account no.

prepare the Santa Monica Sub-basin Groundwater Study.
Backqround
Local groundwater currently provides approximately 40 percent of
the city's water supply and the remainlng 60 percent is purchased
from the Metropolitan Water District (MWD).
The City receives
groundwater from two sources: the Santa Monica Sub-basin and the
Charnock Sub-basin (see attached map) .
On October 9, 1990, the City eouncil authorized the City Manager
to negotiate and execute a contract for a joint groundwater study
of the Charnock Sub-basin with the West Basin Metropolitan Water
District (WBMWD) and the Metropolitan Water District (MWD).

Kennedy/Jenks/Chilton is the firm which was competitively
selected to perform the eharnock Sub-basin study. Staff is now
recommending that the City extend the scope of the work to study
the Santa Monica Sub-basin (the eity's other major source of
groundwater) to determine levels of contamination and the safe
annual yield. The Santa Monica Sub-basin is unadjudicated (water
rights have not been legally established) and the eity is
currently the only agency pumping water from the Sub-basin.
The city's goal in conducting these studies is to preserve the
amount of groundwater available to Santa Monica and, if possible,
to increase the amount which we pump thereby decreaslng
dependence on imported water. Having the Charnock and Santa
Monica Sub-basin studies undertaken simultaneously will produce
an integrated groundwater model of the basins which will produce
a variety of basin management scenarios for evaluation. staff is
therefore recommending that the Kennedy/Jenks/ehilton firm be
retained to perform the Santa Monica Sub-basin study since they
have the expertise and resources to perform both studies and they
will already have staff on site. They are proposing to perform
the Santa Monica Sub-basin groundwater study for $lOO,OOO.
Both MWD and LADWP have indicated that they may wish to
participate in this groundwater study and pay a portion of the
consultant costs. Staff believes that it would be prudent for
the City to proceed immediately with the study and proceed to
negotiate with MWD and LA DWP for cost sharing. If MWD and/or
LADWP decide to participate financially, staff will return to

council with a staff report recommending authorization for
executing a contract with these agencies.
Budqet/Financial Impact
The cost of the proposed study is estimated to be $100,000.
Staff is recommending that the city Council appropriate $100,000
from the Water Fund Balance to capital project account no.
25-760-67l-24590-8927-99205 Water Well Yield Studies.
Recommendation
This report requests that the eity Council:
1) appropriate $lOO,OOO from the Water Fund Balance to capital
project account no. 25-760-671-24590-8927-99205 Water Well Yield
Studies and,
2) authorize the eity Manager to execute a professional services
agreement in the amount of $100,000 with Kennedy/Jenks/Chilton to
prepare the Santa Monica Sub-basin Groundwater study.
