TO: Mayor and City Council FROM: city Staff SUBJECT: Resolution Extending the Time Period for Exercising a certificate of Appropriateness Permitting the Remodel and Renovation of the Existing Billiard Building at 250-256-258 Santa Monica Pier. INTRODUCTION This report recommends that the City council extend by resolution the time period for exercising the certificate of Appropriateness permi tting the remodel and renovation of the existing Billiard Building at 250-256-258 Santa Monica Pier. Pursuant to Section 96121 of the Landmarks Ordinance, this approved Certificate of Appropriateness will expire on February 5, 1991 if it is not extended by the City Council. The City Council Resolution is contained in Attachment A. BACKGROUND The Landmarks Commission conceptually approved the subject Certificate of Appropriateness permit on March 8, 1990. The Commission then issued a final approval for the project on August 9, 1990. The proj ect involves the renovation of the Billiard Building, a historic building constructed on the Pier in 1923. The building has been housing two restaurants as well as a live theatre. The renovated building will continue to house the two 6-0 - 1 - !/\t-I :; .... 10M restaurants, while the third lease space, currently occupied by the theatre, is to be determined~ As stipulated in the Landmarks Ordinance, this approval expires within 180 days unless the authorized work has begun. Due to unanticipated construction delays, the Pier Restoration Corporation (PRC) has been unable to begin work on the project within the specified time period. Construction is now expected to begin in early fall 1991, immediately following the summer season. This potential delay was presented to the Landmarks commission at their August 9th meeting. The Commission, at that time, recommended that the City council extend the Certificate approval by resolution for the maximum permitted 180 days if it appeared the approval would expire. As stated in section 9620 of the Landmarks Ordinance, certificate of Appropriateness approvals may only be extended by City Council resolution upon a recommendation of the Landmarks Commission. since construction is now scheduled to begin in early fall 1991, pursuant to section 9620 of the Landmarks Ordinance, to prevent expiration of the permit, the Council will again, at a later date, need to extend the Certificate for an additional time period. BUDGET/FINANCIAL IMPACT The recommendation presented in this report does not have any budget or fiscal impact. - 2 - RECOMMENDATION It is respectfully recommended that the Council extend by resolution this Certificate of Appropriateness permit for the maximum permi tted 180 addi tional days. The permi t will then expire on August 4, 1991. AS PC/bilreso 01/16/91 - 3 - RESOLUTION NO. 8163 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA EXTENDING THE TIME PERIOD FOR EXERCISING A CERTIFICATE OF APPROPRIATNESS PERMITING THE REDMODEL AND RENOVATION OF THE BILLIARD BUILDING LOCATED AT 250-256-258 SANTA MONICA PIER WHEREAS, a Certificate of Appropriateness application was filed requesting the remodel and renovation of the existing Billiard Building on the Santa Monica pier on February 15, 1990; WHEREAS, the Landmarks Commission, following a public hearing, conceptually approved the requested certificate of Appropriateness on March 8, 1990; WHEREAS, the Landmarks Commission, following a public hearing, issued a final approval for the requested Certificate of Appropriateness on August 9, 1990; WHEREAS, pursuant to Santa Monica Municipal Code Section 96121, this certificate of Appropriateness shall expire if the work authorized in not commenced within 180 days of the approval; WHEREAS, this certificate of Appropriateness shall expire on February 5, 1991 unless otherwise extended; WHEREAS, the Landmarks Commission has recommeded that the city Council adopt a resolution extending this certificate of Appropriatness for the maximum permitted 180 days. - 1 - NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council has reviewed the Landmarks Commission's recommedation and extends this Certificate of Appropriateness permit for an additional 180 days. SECTION 3. The city Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
