SUBJECT: Resolution Approving Revised Section 8 Housing
Voucher Annual contributions Contract
INTRODUCTION
This report recommends that the Housing Authority take the
following actions to receive new HUD funding for an expiring
allocation of section 8 rental assistance: (1) approve a
resolution amending the Voucher Consolidated Annual Contributions
Contract (CACC); and (2) authorize the Executive Director of the
Housing Authority to execute the CACC.
BACKGROUND
Like many other local Housing Authorities, the Santa Monica Housing
Authority has been monitoring the issue of expiring section 8
contracts. These federal contracts, by their terms, all have
scheduled expiration dates. without additional funding to renew
these expiring contracts, needed rental assistance subsidies would
disappear. Fortunately, the current federal budget contains an
appropriation to finance the renewal of Section 8 contracts which
are scheduled to expire this year. These renewals will enable low
income households to continue to receive rental assistance with no
interruption of beneflts.

Through the Section 8 Voucher Program an eligible tenant is
entitled to a rental subsidy that is the difference between 30% of
their adjusted income and a payment standard set by the Housing
Authority. The tenant can pay more or less than 30% of their
income depending on the actual rent for the unit. The payment
standards are usually adjusted annually to provide increased tenant
subsidies to offset rent increases. The Vouchers are transferrable
to any city with an active housing authority to insure greatest
mobility for Section 8 applicants.
DISCUSSION
The Santa Monica Housing Authority currently administers a rental
assistance program with funding for approximately 167 vouchers.
The allocation that is the subject of this report is due to expire
on May 12, 1991. This allocation was previously funded for five
years to support a total of 29 households.
Hun has invited the Santa Monica Housing Authority to renew this
expiring allocation to support the continued participation of 29
ellgible households. The new contract will have a term of 5 years.
BUDGET/FINANCIAL IMPACT
Payments to Santa Monica Housing Authority's section 8 program are
budgeted in account number 12-700-695-00000-7734-00000. The new
proposed Annual Contributions Contract lncreases federal budget
authority for the Santa Monica Housing Authority's section 8
,
Voucher Program to reflect increases in rents in the local area
which have been experienced in the last five years and which are
projected for the next five years. Since the Housing Authority's
FY 1991-92 budget already provides for anticipated cost increases,
approval of the proposed contract will not require any budget
action at this time.
RECOMMENDATION
It is recommended that the Housing Authority adopt the attached
resolution amending the Voucher Consolidated Annual Contributions
Contract and authorize the Executive Director to execute the CACC.

A RESOLUTION APPROVING AMENDED EXHIBIT II TO PART I OF SECTION 8
EXISTING HOUSING VOUCHER PROGRAM CONSOLIDATED ANNUAL CONTRIBUTIONS
CONTRACT NO. SP-520 (V) AND AUTHORIZING EXECUTION
WHEREAS, the Housing Authority of the City of Santa Monica (npHA")
desires to enter into an amended Consolidated Annual Contributions
Contract ("CACC") with the United States of America ("Government")
for the Section 8 Existing Housing Voucher Program~ and
WHEREAS, the amended Section 8 EX1st1ng Hous1ng Voucher CACC, Part
I, consists of the following:
(a) Part I of the CACC, HUO-52520D(1/89) applicable to the
section 8 Existing Housing Voucher Program~
(b) Exhibit I; and
(c) Exhibit II, adding Replacement project No. CA16-VII1-007.
NOW, THEREFORE, be 1t resolved by the PHA as follows:
section 1. The amended Exhibit II of the CACC for the Section 8
Existing Housing Voucher Program is hereby approved and accepted.
THe Chairperson or Acting Chairperson lS hereby authorized and
directed to execute the counterparts of the CACC on behalf of the
PHA, and the Secretary is hereby authorized to impress the official
seal of the PHA on each such counterpart and to forward such
executed counterparts to the Government together wlth such other
documents evidencing the approval and authorizing the execution
thereof as may be required by the Government.
Section 2. The Secretary shall certify to the adoption of this
resolution, and thenceforth and thereafter the same shall be 1D
full force and effect.
