SUBJECT: Allocation of Prop A Funds as a Match for
Light Rail Environmental Studies
Introduction
This report recommends that the Council authorize the City
Manager to negotiate and execute an agreement with the Los
Angeles County Transportation Commission (LACTC) to participate
in funding of environmental studies needing to be done for
eventual use of the Exposition Blvd. right-of-vlay.
Background
The city of Santa Monica has been on record for several years
regarding support for a light rail line corning into Santa Monica
along the Exposition Corridor. Recently, the City has been
active in lobbying for a position for this project in the LACTC's
30 year plan.
In order to show the city's continued commitment to this project,
it is recommended that the Council allocate up to $100,000 of
local Proposition A funds towards completion of the environmental
studies which will need to be conducted by the Commission before
formal project approval can be given.

Recommendation
It is recommended that the Council authorize the City Manager to
negotiate and execute an agreement with the Los Angeles County
Transportation Commission for up to $100/000 in proposition A
funds as a match towards costs of environmental studies related
to the Exposition right-of-way light rail project.
