BACKGROUND Under the terms and conditions of the 1987-1990 Memorandum of Understanding (MOO) between the City of Santa Monica and CLOCEA, the City agreed to conduct a classification and compensation study for all job classifications represented by CLOCEA. CLOCEA represents all of the maintenance job classifications in the city. DISCUSSION As per the terms of the 1987-90 MOU, a compensation committee comprised of administration and employee representatives was established at the outset of the classification and compensation study. The Compensation Committee acted as an advisory group and reviewed the various stages of the study. Per the terms of the 1987-90 MOU, any salary adjustments recommended as a result of - 1 - 6-5 JAN 2 9 1991 the study are subject to the approval of the city council. The MOU also states that those equity adjustments approved by the City council based on the results of the study have an effective date of June 30, 1990. It has taken the Personnel Department nearly one year to complete the CLOCEA classification and compensation study, which covers approximately 340 City employees. The initial goal was to have the study completed by June 30, 1990. Due to the amount of time required to conduct the study in a thorough and complete manner, the Personnel Department was unable to meet its original goal. However, the retroactivity provision of the the MOU section governing this study insures that all equity adjustments approved by City council will be retroactive to June 30, 1990. As a part of the study, a new or revised classification specification has been developed for each CLOCEA job classification. Draft classification specifications were based on a review of job questionnaires completed by the incumbents in each classification. The drafts were then reviewed by the employees and their supervisors before being finalized. In order to provide the most accurate classification specification for each CLOCEA position, in some cases it has been necessary to create a new job title and classification specification. As a result, the total number of CLOCEA job classifications has increased from 45 to 65. All of the new or revised classification specifications were approved by the Personnel Board at its special meeting held on January 15, 1991. - 2 - The compensation portion of the study entailed a complete review of the salaries being paid to CLOCEA job classifications to determine the appropriate salary for each job. External equity as well as internal equity factors were taken into consideration. The external equity review consisted of an analysis of salaries being paid to like jOb classifications in cities comparable to the city of Santa Monica. The internal equity review looked at the skills, knowledge and abilities required for all job classifications at the City of Santa Monica and evaluated how the various job classifications related to each other in terms of those factors. Before a final salary recommendation was arrived at, a point factor analysis was conducted by an outside compensation consultant to verify the final salary recommendation for each CLOCEA job classification. The salaries listed in the attached resolution are therefore based on an external equity analysis, an internal equity analysis and a comprehensive point factor analysis. The salaries recommended already include the cost of living adjustment received by all CLOCEA employees on July I, 1990. Thus, the effective date of the proposed salary resolution is July 1, 1990, rather than June 30, 1990 date set forth in the 1987-90 CLOCEA MOU. BUDGET/FISCAL IMPACT These costs will be absorbed in existing departmental budgets. However, if adjustments are necessary, they will be included in the year-end budget report. - 3 - RECOMMENDATION It is recommended that the city council adopt the attached resolution establishing the salaries for various CLOCEA job classifications, with an effective date of July 1, 1990.
