INTRaDUCTION
This staff repart recor~~mer~ds that the City Councii adopt the
attached Resolutzan stat~ng tha~ the City zs ~n cor~pliance w~th the
1993 Las Angeles County Congest~.on i7anagement Progran (CriP). The
CM~ is a sta~e-mandated pragram tl~at :~as created ta link land use,
air quality and transportation decisians. Conformance with the CA~P
is requix-ed an order for the City to b~ elzgzble far state gas tax
monies fror.~ Proposit~.an 111, passed by the voters af California in
Jur~e, 1990.
BACKGROUND
On Pdovember 17, 1993 the Los Angeles County Metropalltan
Transportataon Authority (LACIf:TA) adopted an updatE to the
Congestion ri7anager~ent Plan (CP•:P) as required by Sta~e law. The
~993 CMP requlres local ~urisdictions to hold a noticed pubic
hearing and adopt by Septe~~er 1, 1995 a resol~t3on self-certzfying
their conformance tia~t~ the progral~. Canfor;nance w~th the CMP is
important in arder to maintaln the flo.~~ of state gas tax monies ta
the City for transportatian projects.

~he loeal responsibilzties for t~e ~993 CMP include:

selected arterial intersections, consistent with

and demonstrates that ~he City is meeting its
respansibil~ties under the County,a~de Defacieney
Plan.
On ~Zarch 23, 1993, the City Cour,cil adapt~d ~he Land Use Analysis
Program which analyzes the traffzc impacts of neE1 commercial
develapment on ~he CPTP net~~.ark ~n all EIR's begun after March 23,
1993. City staff is cantinuing ta impler~ent this measure wi~h a11
EIR's.
At the same Council r-leeting, changes ~rere ~ade to the Ci~y's
Transportation Management Plan (Ti~TP) ordinance to meet most of the
Transportation De:-land I4lanagement (T~P~?~ requiret~ents. At the August
10, 1993 City Council :~eeting, the Caty adopted chang~s to ~he
Parking Drdznance relat~ng to z~anpool, cax-poaJ. and blcycle parking
requirements .~hsch cor~trzbute to the re~ainZng TDf~ req~zir~mer~ts of
the CMF. Both of these ardzr:anees contznue to be ir~p~emented by
the City.

In early June, I995 the City forwarded traffic counts to the MTA
far the designated CMP antersectlons in the City. This is a
re~ative~y easy requirement far the City since traffic caunts are
regularly updated as part of the Master Environmental Assessment.
The Local Implementation Repvrt ~s required to summarize the City's
efforts in meet~ng congest~on ~i~igation goals set vut by ~he MTA.
First, the r~port ca~cu~ates the number of debit points that must
be ~i~igated based upon ne:a development activity. Second, the
report includes a list of eligible transportation improvement
projects ~7h~ch mitigate the i~pact of the ne~ develop~ent. These
mitiga~ion ~easures provide cred~t p4ints. The report then
summarizes the ba~ance ~f debats ~o creai~s.
The City's Loca1 ~mp~enentat~on Report for 1994/9a is pro~osed for
adop~ion as an attachment to the propas~d Resolution (See
Attachr3ent A} . The ~ocal Ir~ple:~entation Report sho:•rs that the City
~.s reporting a surpl.us in cQrrgestian r~itiqation credxts from
transportation improvem~nts 4:hen compared to th~ conges~ion debits
due to ne4, commercial development.
This year the City acczuec~ 3, 216 credYts fror-a ir.tplementat~.on of th~
'~ransportatzan T~Ianagemer~t Plan ~rdinance ana Cloverfield wiaening
project. Howev~r, the Cit~~ a? so accrued 2, 122 in debats due to new
commercial develop~ent.

In add~tion, the City rece~~e~ 21,121 credit points from eligible
transportat~on i~prov~~en~s fro~ 19~0 to 1994 (th~ CMP allowed
c~ties to "bank" credits from eligible transpartation improvements
since 1990 ~hat meet CMP goals}. Therefore, after adding the
cred~ts and subtracting the debi~s, the City currently has 22,215
net credits for use in future years far the CI~P deficiency plan
program.

The recaramendatian presented ir- this report d~es not have a budget
or fiscal impact.
