SUBJECT: Introduction for First Reading an Amendment to the City of Santa
MOnica MUnicipal Code Section 2.60.020, Pertaining to the Number of
Members on The Social Services CommiSSion.
INTRODUCTION
This report transmits for first reading an ordinance amending Section 2.60.020 of the
Santa Monica Municipal Code to increase the number of members on the Social
ServIces Commission from seven to nine members.
BACKGROUND
On January 12, 1982, the City Council adopted City Ordinance No 1241 that
established a SOCial Services Commission pursuant to SectIOn 1000 of the City
Charter According to Santa MOnica Municipal Code Section 2 60.020, the
Commission shall consist of seven members whose miSSion IS to promote the
effective prOVISion of programs that address the SOCial service needs of the City
through community dIalogue, evaluatIon and assessment
SOCial Services Commission actiVities have Increased to Include: a) convening periodic
community forums to determine unrnet SOCial service needs In the City; b)
recommending policies and programs to address those unmet needs; c) educating and
informing the public of Critical human service issues; and dj providing technical
support to strengthen the delivery of human service programs.

DISCUSSION
At the May 1995 Social Services Commission meeting, Commissioners voted
unanimously to request a membershIp expansion from seven to nine members In order
to more effectively carry out the duties and activities of the Commission
As the focus of the Social Services Commission IS broad In scope, Commission
activities require more attention than IS currently available with seven members.
Committees are often formed to organize planning and Implementation of Commission
actiVities. Since most CommIssioners are engaged In full-time employment, the time
required to meet and perform committee tasks IS limited. CommiSSioners believe that
the addition of two members will Increase volunteer hours necessary In order to more
effectively meet the Commission mandate to respond to the diverse SOCial service
needs In Santa Monica.
Recent Commission actiVities have Included the expansion of their community
outreach and education efforts through a photo exhibit Illustrating the broad array of
services and programs offered In the City, organizing a panel diSCUSSion and training
Video on multi-cultural diverSity as It affects the delivery of SOCial serVices, sponsorrng
a pub[lc meeting with the Dlstrrct's County Supervisor and local non-profit agencies
to diSCUSS Santa MOnica's human service needs, and developmg a CitYWide "Why
Care 7" campaign to Increase awareness of the value of provldmg SOCial services.
Commission members have been InVited to the November 7, 1995 CounCil meeting
to further diSCUSS the rationale for CommiSSion membership expansion.
FISCAL/BUDGETARY IMPACT
There IS no fiscal or budgetary Impact Activities performed by the Commission shall
remain wlthm the current budget constraints regardless of membership expansion
RECOMMENDATION

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA AMENDING SANTA MONICA
MUNICIPAL CODE SECTION 2.60.020 TO INCREASE
THE NUMBER OF MEMBERS THE SOCIAL SERVICES COMMISSION
FROM SEVEN TO NINE
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY
ORDAIN AS FOLLOWS:
SECTION 1. Santa Monica Municipal Code Section 2.60.020 is
amended to read as follows:
SECTION 2.60.020.

Pursuant to Section 1000 of the City
Charter, a Social Services commission is
hereby created. The Commission shall consist

appointed by the City Council. The Commission
and commissioners shall be subject to all the
terms of Article X of the city Charter setting
forth
procedures
for
appointment
of
Commissioners, terms and meetings.

SECTION 2. Any provision of the Santa Monica Municipal Code
or appendices thereto inconsistent with the provisions of this
Ordinance, to the extent of such inconsistencies and no further, is
hereby repealed or modified to that extent necessary to effect the
provisions of this Ordinance.
SECTION 3. If any section, subsection, sentence, clause, or
phrase of this ordinance is for any reason held to be invalid or
unconstitutional by a decision of any court of competent
jurisdiction, such decision shall not affect the validity of the
remaining portions of this Ordinance.
The City Council hereby
declares that it would have passed this ordinance and each and
every section, subsection, sentence, clause, or phrase not declared
invalid or unconstitutional without regard to whether any portion
of the ordinance would be subsequently declared invalid or
unconstitutional.
SECTION 4.
The Mayor shall sign and the city Clerk shall
attest to the passage of this Ordinance.
The City Clerk shall
cause the same to be published once in the official newspaper
within 15 days after its adoption.
This Ordinance shall become
effective 30 days from its adoption.
