SR-6-H (113) CONTRACT # 7171 (ecs) 6H ~ ~ PCD:SF:RF:rn:OCMTSR:WINWORD Council Meeting, November 7, 1995 Santa Monica, California NOV 0 7 1995 To: Mayor and City council From: City staff Subject: Recommendation to Award a Contract to Taft Electric Company for the Traffic Signal Installation: Ocean Avenue and Montana Avenue; Neilson Way and Hill street Introduction This report requests that the City Council award a contract in the amount of $100,399.00 to Taft Electric company, the lowest responsible bidder, for the installation of two intersection traffic signals at Ocean Avenue/Montana Avenue and Neilson Way/Hill street. Discussion These projects were planned and developed as part of the staff1s normal review of traffic signal needs throughout the city. One project will install a new traffic signal at the intersection of Ocean Avenue and Montana Avenue replacing the existing three- way stop sign control. A traffic signal will provide more efficient operation at this intersection by minimizing the delay on Ocean Avenue, the major street, but still ensure safety for traffic and pedestrians on Montana Avenue entering or crossing Ocean Avenue. NOV 0 7 1995 1 6H J - -- - Secondly, the existing pedestrian crossing on Neilson Way north of Hill street will be relocated to the intersection of Neilson Way and Hill street. This intersection is a more logical location for a traffic signal, providing safety for vehicles and maintaining safety for pedestrians. Additionally, the Transportation Department supports this project since their buses must enter Neilson Way from Hill street and the signal will enhance the safety for their buses. Following the published advertisments, bidding packages for the installation of these signals were requested by nine (9) contractors. six (6) bids were received, and read by the Deputy City Clerk on September 20, 1995. The bids received were as follows: Taft Electric Company $100,399.00 Paul Gardner Corporation $103,482.00 L & R Electric Service $103,800.00 California Electrical Services $106,000.00 TDS Engineering $107,369.00 C. T. & F., Inc. $119,237.00 Engineering Estimate $130,000.00 Staff has checked the references provided Taft Electric Company, the low bidder, and found their work to be satisfactory. 2 Budqet/Financial Impact Funds required: Contract $100,399.00 contingencies (10%) 10,041. 00 Contract Total $110,440.00 Funds are appropriated at two Capital Improvement Project accounts. Funds in the amount of $46,800 which includes contingencies will be used from account number 01-770-415-20095- 8905-99412 (Signal at Neilson and Hill); $63,640 which includes contingencies will be used from account number 01-770-415-20095- 8905-99413 (Signal at Montana and Ocean). Recommendation It is recommended that the City council: 1. Award a contract to Taft Electric Company, the lowest responsible bidder, in the amount of $100,399.00 for the installation of two intersection traffic signals at Ocean Avenue/Montana Avenue and Neilson Way/Hill Street. 2. Authorize the City Parking and Traffic Engineer to issue any change orders necessary to complete additional work to the extent of funds available in accordance with the Administrative Instruction on Change Orders.
