Roof
Introduction
This report recommends that the City Counc~l award a contract for
the Citywide Roof Repair/Replacement Project - Contract II, to Leo
Lee Inc. dba Allstate Roofing Co., the lowest respons1ble b~dder,
in the amount of $248,978.
The Project was divided into two
separate contracts due to the two different types of constructon
mater~als, methodology, and certifications requ1red for the two
types of roof construction.
Backqround
During the FY 1995-96 budget process, the City Council approved
fund1ng for the CitYW1de Roof Repair/Replacement Project - Contract

buildings had the worst leaks and could possibly not get through

systems at the followlng Clty facilities:
1. City Hall
2. Senior Recreatlon Center
3. Fleet Maintenance Buildlng
4. Beach Parking Lot Headquarters
Portlons of these roofs leak extensively due to deterloration from
age and the elements. Over the last five years, PubllC Facilitles
Maintenance (PFM) crews have worked extensively to locate the
sources of the visible leaks reported ln each bUllding. Efforts
to perform patch repalrs have had llmlted success wlth reduclng the
number and severlty of leaks. Some of these roofs have exceeded
thelr useful life and are ln need of complete replacement, whlle
others require extensive repair. The City hlred IntroSpec
Archltectural Consultants, Inc. to conduct an assessment of roof
damage and to prepare plans speciflcatlons and an. engineering
report of ci~ywide roofs. In thelr study, the consultants dlvided
the damage lnto two categorles of work - one slngle ply P.V.C.
roofs to be included ln Contract I, and the second, hot bUllt up
roof repalrs to be included ln Contract II of the Project.
A Notice Invltlng Bids was publlshed on September 18 and 19, 1995
ln The Outlook, as well as in four construction journals. In
additlon, bidding documents were sent to six womanjminorlty
business enterprise assoclatlons (WMBE). Biddlng packages were

requested by 15 contractors. The Clty ClerkTs offlce recelved SlX
(6) sealed blds, WhlCh were publicly opened and read aloud on
October 10, 1995 by the Deputy City Clerk. The bid results were as
follows.

Board verlfied that the Contractor's llcense is current, active and

Recommendatlon
It is recommended that the Clty Counell:
1. Award a contract for the Cltywide Roof RepalrjReplacement
ProJect - Contract I to Leo Lee Inc. dba Allstate Roofing
Company, the lowest responslble bldder, in the amount of
$248,978; and
2. Authorlze the City Engineer to lssue any necessary change
orders to complete additlonal work ln conforMance with the
Adminlstrative Instruction on change orders.
