SUBJECT: Recommendation to Authorize the city Manager to
Negotiate and Execute a Contract with the state Water
Resources Control Board to Accept a Grant in the Amount
of $100,000 for the Development of a Municipal storm
Water/Urban Runoff Pilot Project
INTRODUCTION
This report recommends that the City Council authorize the City
Manager to negotiate and execute a contract with the state Water
Resources Control Board (SMBRP) to accept a grant in the amount of
$100,000 for the development of a Municipal storm water/Urban
Runoff Pilot Project.
J;3ACKGROUND
The Santa Monica Bay Restoration Project, on behalf of the state
Water Resources Control Board, initiated a Request for Proposals
in October, 1994, for Municipal storm Water/Urban Runoff pilot
Projects. The purpose of these grant funds is to support
municipalities within the Santa Monica Bay watershed that wish to
develop innovative pilot proj ects demonstrating best management
practices for storm water/urban runoff pollution control.
DISCUSSION
The Engineering Division of the Department of Environmental and
Public Works Management formed a consortium of fifteen (15)
municipalities and government agencies and developed a proposal in
response to the Request for Proposals (RFP). These fifteen cities

comprise a single watershed that drains into the Santa Monica Bay.
The primary objective of the proposed program is to evaluate the
effectiveness of existing and pilot programs that could be used to
eliminate or reduce pollutants which enter storm drains through
catch basins.
The consortium is made up of the following municipalities and
agencies:

City of Culver City City of Rolling Hills
City of EI Segundo city of Rolling Hills Estates
City of Hermosa Beach City of Santa Monica
city of Los Angeles city of Torrance
City of Manhattan Beach City of West Hollywood
city of Palos Verdes Estates County of Los Angeles
City of Rancho Palos Verdes
The city of Santa Monica, as the lead agency, will award a $100,000
grant and through the consortium, will generate matching funds of
$150,000. Santa Monica will contribute $25,000 as a new
appropriation from the Wastewater Fund reserves and the consortium
will contribute the remaining $125,000 to the matching fund. Santa
Monica will receive the matching funds through an inter-agency
agreement developed and approved by all agencies in the consortium.
The City expects to receive the grant money from the State Water
Resources Control Board in September 1995. It is anticipated that
the remaining funds will be collected through April 1996 at which
time a technical consultant will be selected to assist with
research activities. The Catch Basin Monitoring Project is an
eighteen (18) month project and a tentative schedule of activities

is presented below. Project Management duties will be performed by
existing staff within the Engineering Division.
Time Period Tasks
September 1995 to * Prepare and execute all necessary letters
February 1996 of agreement among Consortium members.
* Establish a Technical steering Committee
selected by the Consortium.
* Finalize project goals, objectives and work
program.
February 1996 to * Review literature on standard and modified
April 1996 catch basin designs; and identify any
retrofit devices already installed in basins.
* Research, collect and review existing data on
filter-type catch basins and prepare a letter
report of the findings.
* Initiate RFP process to select the project
consultant (principal researcher).
May 1996 to * Collect, identify and quantify samples of the
November 1996 pollutants at selected catch basins within
the project study area.
* Collect data on any local filter-type catch
basins already under construction. Describe
catch basin function, operation, and
hydraulics.
* Develop mathematical or physical model for
proposed modified catch basin. submit a
recommendation to the Consortium on the use
of these existing sites as study sites for
this project.
* Analyze, design and implement control
measures at the selected basin sites.
* Estimate the value and cost effectiveness of
building structural devices for every basin.
A detailed analysis will be developed to
determine pollutant removal efficiency, ease
of installation and maintenance, start-up

costs, and O&M costs. Develop methods of
bench and prototype testing. Develop specific
design that may be used by the various
jurisdictions.
* Establish a measurement tool for future use
to evaluate the effectiveness of the Best
Management Practices (BMPs) outlined in this
proposal.
* Implement testing programs.
* Prepare a preliminary report on findings.
* Distribute report to members of the
consortium and various other local storm
water agencies.
December 1996 to * Hold agency and public workshops to evaluate
January 1997 and discuss impacts of the project.
* Evaluate and integrate comments received.
* Prepare final report.
BUDGET/FINANCIAL IMPACT
Upon approval by Council, a eIP expenditure account in the amount
of $225,000, will be established in FY 1995-96. The source of
these funds will be $100,000 from the 5MBRP, and $125,000 from
matching contributions of consortium cities. A second eIP
expenditure account In the amount of $25,000 from the City's
Wastewater Fund reserves will also be established to provide the
city's matching funds. The following accounts will be established:

RECOMMENDATION
It is recommended that the City Council:
1. Authorize the city Manager to negotiate and execute a
contract with the state Water Resources Control Board to
accept a grant in the amount of $100,000 for the
development of a Municipal storm Water Urban Runoff pilot
Project; and
2. Appropriate $225,000 to eIP account number 20-760-402-
20096-8900-99625 for the "Catch Basin Monitoring Project"
and $25,000 to CIP Account number 31-500-402-20096-8900-
99625 from the Wastewater Reserves; and establish revenue
account number 20-500-402-00000-0350-10000 to deposit
grant and matching funds collected in FY 1995-96.
