SUBJECT: Recommendatlon to Approve a Resolutlon Supportlng the
Development of a Total Energy SerVlces Plan for the
City of Santa Monlca
INTRODUCTION
This report requests that Clty Councll approve a resolutlon in
support of the development of a Total Energy Servlces Plan for
the Clty WhlCh would lntegrate energy efflclency strategles lnto
a plan to provlde savlngs on capltal expendltures for energy
lnfrastructure, plannlng, and energy procurement costs.
DISCUSSION
On Aprll 24, 1994, the Clty ]OlDed In partnershlp wlth the Clty
of IrVlne and the Swedish cltles of Gothenburg and Nacka as
slgnatorles to the Aspen Accord, an agreement to begln
lmplementatlon of reglonal energy efflclency inltlatlves deslgned
to achleve hlgher levels of energy efflclency through
partnershlps wlth servlng utilltles. ThlS concept 15 also known
as Total Energy Servlces.
A Total Energy Services (TES} Plan establlshes the crlterla to
ldentlfy, deflne and lntegrate all the energy and energy-related

supply and demand systems for a glven slte. These systems
lnclude all llghtlng, condltloned alr, mechanlcal power and other
plants, and facllltles and serVlces. After completlon of a TES
Plan, the Clty would then Identlfy an Implementatlon strategy.
If the Clty were to Implement a TES Plan, the costs would be
Included In the selected energy supplier's contract for TES
serVlces.

There IS no budgetary or flscal Impact from the adoptIon of thlS
resolutlon.
RECOMMENDATION
It 15 recommended that the Clty Councll approve the attached
resolutlon supportlng the development of a Total Energy Servlces
Plan for the CIty.
