RECOMMENDATION TO APPROVE ALTERNATE PARADE ROUTE FOR THE FESTIVAL OF THE CHARIOTS INTRODUCTION This report recommends that the City Council approve a request for a parade on a route other than the City's authorized parade route (SMMC SectIon 4.08 580) for a Festival of the Chariots to be held Sunday, July 3D, 1995. BACKGROUND On June 27, 1995 the City's Event Management Team revIewed a request from the International SocIety for Krrshna ConscIousness {ISKON} to conduct a parade, the Festival of the Chariots The event IS a spIritual festival displaYing food, musIc and dance of India. ISKON has held thIs parade and festival for the past eighteen years DISCUSSION Staff recommends that the following alternate route be approved The parade will start at 11.00 am on Santa MOnica State Beach parking lot ~ 2030 Barnard Way and proceed south, along the bike path past the City hmlts and Into Venice. The Santa 6F i JUl 1 11995 ~ ~ Monica Police Department will provide all the necessary security for this event. The event organizers are currently In the process of obtaining all the required permits from the City and County of Los Angeles. CCS:SEM:AM:lskon Santa MonIca, California City Council Meetmg: July 11, 1995 RESOLUTION NO 8919 (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE HOLDING OF A PARADE ON JULY 30, 1995 ON A ROUTE OTHER THAN THE OFFICIAL CITY PARADE ROUTE WHEREAS, pursuant to Section 4 08 580 of the Santa Monica MUnicipal Code, the City Council may authorize a parade route as set forth herem, NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOllOWS SECTION 1 On July 30, 1995, at 11.00 am participants In the Festival of the Chariots are authorized to conduct a parade along the follOWing route: The parade Will start In the Santa MOnica Beach Parking Lot - 2030 Barnard Way and proceed south along the bike path past the City limits and Into Venice SECTION 2 Permission to conduct the parade IS granted upon the follOWing conditions. a Parade Units may not be brought to the staging area, the 2030 Barnard Way beach parking lot, prior to Sunday, July 30, 1995 b The necessary number of Police Officers, as recommended by the Santa . MOnica Polrce Department, WIll be provided for crowd and traffIc control along the parade route at a cost to the InternatIOnal SocIety for Krishna Consciousness (lSKON). c ISKON shall provide a Certificate of Insurance for One MillIon Dollars ($1,000,000) per Individual occurrence nammg the City of Santa MOnica, It's CouncIl, boards and commiSSions as additional msureds. d. ISKON WIll notify all residents and bUSinesses one block east, north and south, as well as along the parade route of the event, after approval of the notIfication fetter by the CIty. e That any and all permits from the CIty and County of Los Angeles be fIled with the City of Santa MOnica prior to the event date.
