SR-6-E (125) 6E EPWM:CP:BJ:DR:srgrant Santa Monica, California council Meeting: 07/11/95 JUt 1 1 1995 To: Mayor and City council From: City Staff Subject: Recommendation to Authorize the City Manager to Negotiate and Execute a Contract with the California Integrated Waste Management Board for Purposes of Distributing a Household Hazardous Waste Video Introduction This report recommends that the city Council authorize the City Manager to negotiate and execute a contract with the California Integrated Waste Management Board to provide funding to the city to distribute a City-produced video addressing Household Hazardous Waste management. Backaround In conjunction with city TV, staff has produced a one hour documentary program addressing the lssue of household hazardous waste management. The Emmy-nominated video addresses a wide range of lssues related to household hazardous waste, including public perceptions, source reduction and proper disposal. The video, entitled "Is It Really Away?", is one component of the City'S comprehensive and multl-faceted household hazardous waste public education campaign. 1 6E JUL 1 t 1995 Discussion A Michigan public television station has sponsored the documentary (sponsorship is required to distribute a program throughout the PUblic television network) and will offer it via satellite to regional public television stations across the country. In order to increase the visibility of the video prior to satellite broadcast, especially within California, staff has identified a state funding source to sponsor a comprehensive promotlonal campaign. In exchange for acknowledgment in the video, the California Integrated Waste Management Board has offered to fund city activities related to the promotional campaign. The campaign will include promotional kits targeting public television program managers and regional household hazardous waste program coordinators. Although the video was produced to inform Santa Monica residents of local issues regarding household hazardous waste management, many of these issues are relevant to communities across California and the nation. National distribution of the video will enhance the city's reputation as a leader In environmental protection and highlight the Sustainable city Program. 2 Financial/Budget Impact Upon approval of this contract, the following budget changes will be made: establish appropriation at account number 20-700-695-00000-2254-00000 of $101000 and establish revenue estimate at account number 20-500-662-00000-0358- 10000 of $10,000. Recommendation It is recommended that the city council authorize the City Manager to negotiate and execute a contract with the California Integrated Waste Management Board to provide $10,000 in funding to the City to dlstribute a City- produced video addressing Household Hazardous Waste management, and approve the budget change indicated above.
