SR-6-C (143) JUl t 11995 EPWM:CP:SA:nm.CC1465.3 {S:\SP1465} Santa Monica, California Council Meeting: July 11, 1995 TO: Mayor and City Council 6C FROM: City staff SUBJECT: Award of Contract to Remodel the Water and Wastewater Facility at the City Yards and Construct Accessibility Improvements at Woodlawn Cemetery Introduction This report recommends that the City Council award a contract to remodel the water and wastewater facility at the city Yards and construct accessibility improvements at Woodlawn Cemetery to BEGL Construction Company, Inc. , the lowest responsible bidder, in the amount of $377,000. Background During the FY 1992-93 budget process, city Council approved funding for remodeling the water and wastewater facility at the City Yards, 2500 Michigan Avenue and constructing accessibility improvements at Woodlawn Cemetery. The city Yards water and wastewater facilities have essentially remained unchanged since 1976 when they housed only the Water Division field operations. By 1992, increased maintenance demands on the City's aging water infrastructure as well as expanded stormwater management duties resulted in greater staffing requirements. Due to growth, the office sacrificed training and lunch room space to accommodate operational requirements. Consequently, the wastewater crews were forced to "temporarily" - 1 - 6C I ! JUl 1 1 1995 relocate to a trailer within the Water Division area at City Yards, where they currently operate. In addition to space limitations, other longstanding facility deficiencies exist, including undersized restroom and locker facilities, and limited access to the facility. For the past two years, preparation for the facility remodel has been underway. To convert the existing warehouse into an area to be used for office space, the Water Division has consolidated its city Yards pipe and hardware inventory into the city's warehouse facility and secured on-site storage. The project scope will expand the locker rooms and restrooms; improve disabled access; add needed office space; expand the staff assembly area to include a kitchenette; add a document storage/ office equipment area; and relocate the water meter shop. Upon completion of the remodel, all water and wastewater field operations staff will operate from a single facility, and the lease for the current wastewater operations trailer will be terminated. In addition to the facility improvement, this project will contribute to Santa Monica's sustainable City program by incorporating recycled materials, energy efficient design features and storm water run off design features into the project. The mausoleum at Woodlawn Cemetery is currently not accessible to persons with disabilities. In the past, disabled members of the public have had difficulty entering the mausoleum because there was - 2 - no access ramp. This project involves constructing an access ramp at the mausoleum entrance and remodeling the restrooms to conform with the American's with Disabilities Act requirements. Discussion A Notice Inviting Bids was published on April 13 and 14, 1995 in The Outlook, as well as in four construction journals. Bidding documents were sent to six woman/minority business enterprise associations. Bidding packages were requested by thirteen (13) contractors. The City Clerk's office received four (4) sealed bids, which were publicly opened and read aloud on May 15, 1995 by the Deputy City Clerk. The bid results were as follows: BEGL Construction $ 377,000.00 Ocean Park Construction $ 429,500.00 Fredrick Towers, General Contractor1s $ 492,000.00 Spilat Construction $ 538,000.00 City Engineer1s Estimate $ 400,000 - 450,000 The lowest responsible bidder, BEGL Construction, supplied the city with five references and all references reported that the contractor's work was satisfactory. Award a contract to remodel the water and wastewater office at the city Yards and construct acccessibility improvements at Woodlawn Cemetery to BEGL Construction Company, Inc, the lowest responsible bidder, in the amount of $377,000; and 2. Authorize the City Engineer to issue any necessary change orders to complete additional work in conformance with the Administrative Instructions on change orders.
