SUBJECT: Annual Report on Compllance with Callfornia Revenue and
Taxation Code Sectlon 17274 Regarding Rental Housing Code
Enforcement for Calendar Year 1994
INTRODUCTION
This report presents the rental houslng code enforcement activities
of the Buildlng and Safety Dlvision for 1994 and recommends that
the City Councll accept and fl1e thls report.
DISCUSSION
Sectlon 17274 of the Callfornla Revenue and Tax Code requires that
regulatory agencles report to the Franchlse Tax Board the names and
addresses of the O~1ners of substandard rental housing ln the city
",ho fail to make necessary repalrs to bring the property into
compliance with health, safety and building codes within a
specified period of tlme. The Franchise Tax Board is required to
deny income tax deductlons to owners of these propertles until the
regulatory agency determines that the substandard housing has been
brought into cornpllance. The Code also requires that a report be
filed by each regulatory agency with its local leglslative body by
July 1 of each year, advlslng of the status of enforcement
actlvltles lnltlated under this program during the prior calendar
year.

The Building and Safety Division staff reviewed the City's records
of rental housing code complalnts and enforcement activities during
calendar year 1994. The required information is presented in Table
1. A total of 107 substandard houslng type complaints were flied
with the city in 1994. Of the 107 unlts, there were twelve written
notlces of violation issued for substandard dwelllngs.

the BUlldlng and Safety D1V1Slon.
BUDGET/FINANCIAL IMPACT
There are no budget or financial impacts related to the filing of
this report.
RECOMMENDATION
It is recommended that the City council receive and file this 1994
report required by Revenue and Taxation Code Seetlon 17274.
