Little for Remediation Activities at the Transportation Department Facility Introduction This report recommends that Council authorize the City Manager to negotiate and execute a contract with Arthur D. Little in the amount of $782,000 to conduct remediation activities related to releases from underground storage tanks and the hydraulic lift system at the Transportation Maintenance facility Background The City currently owns and operates seven underground tank facilities. staff maintains an Underground storage Tank Management Program to ensure the environmental integrity of City-owned underground tank facilities and minimize liability for environmental impairment due to subsurface contamination. As a result of this program, a subsurface release of diesel fuel was detected underlying the fueling area at the Transportation Maintenance Yard. The release was a result of leakage from improperly installed piping. The leaky piping has been replaced with state of the art double walled piping and an electronic leak JUN 2 7 1995 bT - 1 - detection monitor. It is important to note that the city and the contractor who installed the piping have approved and executed a settlement requiring a $600,000 payment to the City for remediation activities. Additionally, during the investigation and assessment phase of the remediation, it was discovered that the hydraulic lift system had leaked fluid into the surrounding soils. Also detected within the hydraulic fluid-impacted soils were chlorinated solvents. These solvents, not known to be used at the Transportation Maintenance Yard, appear to be migrating onto the site from an unidentified off-site source. Concentrations of the contaminants exceed state and local cleanup thresholds and therefore require remediation. staff has identified bioremediation as the most appropriate and effective clean-up technology which will bring the site into compliance with local and state standards. Bioremediation is a cleanup technology that utilizes naturally occurring bacteria in the soil to biodegrade contamination. It was determined to be most appropriate cleanup technology due to contaminant type and extent, site logistics and minimization of the City's long term environmental liability. Discussion Proposals were solicited from eight consultants with expertise in remediation projects with conditions similar to those found at the site. Three firms submitted proposals. The proposers were required to address remediation activities of the known - 2 - contamination and to develop strategies to investigate and identify surrounding sites which may be contributing to the chlorinated solvent contamination which has been detected. In the event other sites are found to be the source of the solvent contamination, steps will be taken to ensure their participation in the cleanup. An interdepartmental committee was convened to review proposals. The committee was comprised of representatives from Environmental and Public Works Management, the City Attorney's Office and the Transportation Department. The committee reviewed each firm's remediation approach, experience, permitting requirements, professionalism, references and cost. Following an analysis of all proposals it was the recommendation of the committee that Arthur D. Little be awarded the contract to conduct the remediation at the Transportation Maintenance Yard. BUdget/Fiscal Impact Funds for this activity have been appropriated in Transportation Capital Improvement Program account #41-750-657-20095-8900-99107, which is financed by funds received from the Los Angeles County Metropolitan Transportation Authority and/or the lawsuit settlement funds. Recommendation staff recommends that Council authorize the city Manager to negotiate and execute a contract with Arthur D.
