SUBJECT: RECOMMENDATION TO ADOPT RESOLUTION AUTHORIZING
OF GRANT APPLICATIONS FOR SENIOR NUTRITION
PROGRAM AND AUTHORIZING CITY MANAGER TO NEGOTIATE
AND EXECUTE CONTRACT UPON RECEIPT OF FUNDING
INTRODUCTION
This report recommends that the City Council adopt the attached
resolution authorizing the submittal of a grant application to
the County of Los Angeles Department of Community and Senior
citizen services for funding for FY 1995/96 and authorizing the
City Manager to negotiate and execute a contract with the county
for provision of services to the elderly through the city's
Senior Nutrition and Recreation Program.
BACKGROUND
The City of Santa Monica has been sponsoring the Senior Nutrition
and Recreation Program for the past eighteen years. Each year
the city is required to submit an application to the County for
grant funding. The C-1 or Congregate Meals Program provides
approximately 190 meals per day, Monday through Friday, at four
sites: Lincoln Park, Ken Edwards Center, Virginia Avenue Park
and the Senior Recreation Center; and approximately forty meals
each Saturday at the Senior Recreation Center. The suggested
donation for the Congregate Meal Program is $1.50 per meal, ~th

an average actual donation of $1.22 per meal.
As of July 1994, the city subcontracted its Home Delivered Meals
Program to westside Interfaith Council (Meals on Wheels). This
arrangement has proved to be a cost effective and productive
method of providing this service, given the organization's
experience and broader program in delivering meals to homebound
seniors. The Home Delivered Meals Program provides approximately
54 meals per day, seven days a week, for homebound seniors in
Santa Monica.
Revenue for these programs comes from this grant, the United
States Department of Agriculture, participant donations and the
city's General Fund. The city is required to provide a minimum
15% local match for the Congregate Meals Program, and provisions
to do so are already in place as indicated below.

RECOMENDATION
Staff recommends that the city Council: ( 1) adopt the attached

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE SUBMITTAL OF A PROPOSAL AND THE SIGNING OF A
CONTRACT TO PROVIDE MEAL SERVICES FOR ELDERLY PERSONS
WHEREAS, the County of Los Angeles Department of Communlty and
senior Citizens services has been awarded Federal funds for providing
services for the elderly under the Older Americans Act; and
WHEREAS, The County of Los Angeles is making available lts
Older American Act funds to cities in the County; and
WHEREAS, the Clty of Santa Monica wishes to apply for Older
Americans Act funds to finance lts hot lunch program for senlors and
lts home delivered meals for homebound seniors program; and
WHEREAS, it is necessary that the Clty Council of the city of
Santa Monica approve the submlttal of a proposal for Older Americans
Act funds; and
WHEREAS, it is necessary that the city Council of the city of
Santa Monica designate and authorlze a representative to sign the
contract for Older Americans Act funds on behalf of the City,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The Clty council approves the submlttal of a proposal to

the County of Los Angeles for Older Americans Act funds to be used for
the City's hot lunch program for sen10rs and its home delivered meals
for homebound seniors program.
SECTION 2. The City Counc1l author1zes the City Manager or, in his or
her absence, the Assistant City Manager to act as the authorized
representative to sign the contract for Older American Act funds and
all documents necessary to accompany said contract, including all
amendments within the fiscal year 95/96.
SECTION 3. The city Clerk shall certify to the adoption of this
Resolut1on, and thenceforth and thereafter the same shall be in
full force and effect.
