SUBJECT: Recommendatlon to Reject Bids to Provide Beach
Parklng Management Servlces - Bid No. 2486
INTRODUCTION
ThlS report recommends the re]ectlon of all blds for the
provlslon of beach parking management services at Santa Monlca
State Beach.
BACKGROUND
In response to published Notlces Inviting Blds for Beach Parking
Management Servlces (published February 27 and March 7, 1994 ln
the Los Angeles Times), blds were recelved and pub1lcly opened
and read on April 4, 1994. Proposal forms were dlstrlbuted to
twelve vendors and notices were advertised in accordance wlth
City Charter and Municipal Code provisions. Six proposals were
received as follows:

Bids included parklng lot operatlons and partial maintenance of
flfteen (15 ) beach parking lots for a 3-year perlod The bld
amounts lncluded direct operating expenses and management fees.
DISCUSSION
After a review of all blds, staff has determined that all bidders
elther submltted incomplete bid proposals or had lnsufficient
relevant experlence Therefore, staff is recommendlng that all
bids be rejected ln order to further refine submlSSlon
requirements and specifications for operatlons that ensure
consistency in proposals. In addition, staff may wish to
evaluate the desirability of coordlnatlng the selection process
wlth the Clty'S selection of operators for other City parking
facilities.
Staff proposes that the City Manager be authorized to negotiate
terms and condltlons for the continued operatlon and management
of the beach parking lots on a month-to-month baS1S untll a
permanent operator can be selected.

BUDGET/FINANCIAL IMPACT
This recommendatlon does not have a budget or financial impact.
RECOMMENDATION
Clty staff recommends that all bids be rejected and that the City
Manager be authorized to negotlate and execute documents for
month-to-month operatlons untll the procurement process for a
permanent operator can be relnstituted.
