Enforcement for Calendar Year 1993
INTRODUCTION
ThlS report presents the renta: houslng code enforcement actlvltles
of the BUIldlng and Safety DlV1Slon for 1993 and recommends that
the CIty Couccll accept and flle thlS report.
DISCUSSION
Sectlon 17274 of the Callfornla Revenue and Tax Code requlres that
regulatory agenc~es report to the Franchlse Tax Board the names and
addresses of the owners of substandard rental houslng In the Clty
who fall to make necessary repalrs to brlng the property lnto
compllance wlth health, safety and bUlldlng codes wlthln a
SDeClfled Derlod of tlme. The Franchlse Tax Board lS requlred to

deny lncone tax ded~ctlons to owners of these propertles untll the
regulatory agency determlnes that the substandard houslng has been
brought luto compllance. The Code also requlres that a report be
:lled by each regulatory agency wlth ltS local leglslatlve b8dy by
July 1 of each year, advlslng of the status of enforcement
actlvltles ~nl~lated under thls program durlng the prlor calendar

The BUlldlng and Safety D~vls1on staff revlewed the Clty'S records
of rental houslng code complalnts and enforcement actlvltles durlng
calendar year 1993. The requlred lnformatlon 1S presented 1n Table
1. A total of 133 substandard houslng type compla1nts were flIed
wlth the Clty lD 1993. Of the 133 unlts, there were seven wrltten
not1ces of v1olation lssued for substandard dwell1ngs. Three
v1olatlons are stlll unresolved and belng processed by the BUlldlng
and Safety DlV1S1on and C1ty Attorney's Offlce.
BUDGET/FINANCIAL IMPACT
There are no budget or flnanclal 1mpacts related to the flllng of
thls report.
RECOMMENDATION
It lS recommended that the Cl~Y COUDCll recelve and flle thlS 1993
report requlred by Revenue and Taxatlon Code Sectlon 17274.
