INTRODUCTION
Th2..s report ::::equests that ::he Clty Councl~ authorlze the Clty
Manager to negotlate and execute Amenili~ent No.1 to ~he I~~eragency
Agreement No. 62034, dated September 12, 1989, between ~he Clty of
Sar:':a Monlca, the Clty of Los Angeles and the County of Los Angeles
to reduce the effects of pollutants from storm draln run-off and to
approprlate $96,000 to the P1co-Kenter Treatment System CIP

BACKGROUND
The Plco-Kenter storID dra1n outfall has a long hlstory of surface
water runoff pol h.:tlon. Over the past several years, the Clty
Counc1l, Clty staff and members of the publlC have become
1:1creas1ngly concerned about the pollutlon tak1ng place 1n the
Santa Konlca Bay resultlng frol'l dlscharge from the Plco-Kenter
storm dra1n. ThlS concern led to the formatlon, In 1986, of a
Xult1-Agency :'ask Force to analyze the problems and develop
reco~~endations for mlt1gatlon.

The Task Force recommended a plan des1gned to reduce the effects of
pollutant levels for bacterIa::" and other contaIDlnants. In Apr1l,
1988, the Santa MonIca C::..ty Councll certlfled the Envlronmental
IIDpact Report for the plan Wh1Ch concluded that the stated
1mproverr.ents to the P1co-Kenter storm draln would result 2-n the
des1red envlronmental protectIon goals.
An Inte~agency Agreement between the Clty of Santa MO~lca, the Clty
of Los Jlngeles and the County of Los Angeles to E'lplement the
lrrprovement program was entered lnto o~ Septe~er :2, 1989. Pursuant
to thlS Agreement, the CO'.lr..t.y of Los Angeles agreed to deslgn and
construct a 1,200 foot long low flow outfall plpe extend1ng 600 feet
1nto ::he Bay that would temporarlly deflect potentIally polluted
storrr water runoff to the ocean away from beach users. The CIty of
Santa Nonlca agreed to des1gn a~d construct a sensor system to detect
the level of hydrocarbons In the P1co-Kenter storm draln.
Th:.s AgreeIDent prov1des for the actual cost of all the l~prOVeITents
ln the program, lnclud:.ng the new sensor system, to be shared equally
among the County of Los Angeles, the CIty 0: Los .~geles and the Clty
of Santa Monlca. The plpe extenslon lmprovement portlon of thlS
p~egram has already been conpleted.
DISCUSSION
In accordance w1th the Agreenent, the Clty conducted a prellmlnary
pl~ot sensor study and deSIgned a~d tested a workable prototype fer
monltor1ng the Clty'S storm dralns for hydrocarbon con tar-una t lOll.

Subsequently, the C1ty retalned the serVlces of Kenr.edy/Jenks
Consul:ants to fully evalua~e alternatlve sensor systems.
Kennedy! Jenks evaluated numerous types of sensors and deterrllned that
the most effect1ve system was the Metal OX1de Semlconducto!:" (MOS)
sensor that samples the alr In the storm draln, glves an lndlcatlon
of the presence of hydrocarbons, ldentlfles alarm status and sends an
alarm slgnal Vla a leased phone llne to a computer screen at the
Arcadla Water Treatment Plant where staff w1ll take the necessary
steps to prevent dlscharge of the contamlnated runoff to the ocean.
ThlS se:lsor system has the capab1llty to effect1vely detect vapors
from a broad range of volatlle hydrocarbons, lncludlng dlesel fuels.
The proposed deslgn would 1ncorporate state-of-the-art accuracy,
rel.:.ab1llty, telemetry, computer1zed monltorlng, low malntenance
features and safety components.
An Arnendrlen t to the Interagency Agreement lS requlred for the
follow1ng reasons:
. An extenS10n 1n ~he term of the Agreement :rom DeceITber 31,
1989, to December 31, 1994, 1S needed for the addltlonal
research and development ::lffie requ1red to deslgn and
lnco~porate the latest technology lnto the sensor system.
. The estlmated total constructlon cost for the sensor system
1S 1ncreased from $175,000 to $240,000 to reflect the new
des1gn elements.

. BUDGET/FINANCIAL ANALYSIS
Of the $175,000 orlg1nal contract aIDount, deslgn and development
costs have reduced the funds remaln1ng ln CIP Account Number 31-760-
661-20092-8900-99126, "Plco-Kenter Treatment SysteID," to $144, 976.76.
:::n order to I'leet the new budget requlrements, the Clty Council lS
requested to approprlate addltlonal funds ln the amount of $96,000 to
Account Number 31-760-661-20092-8900-99126 to meet the total proJect
a~ount of $240,000. Upon comp1etlon of the se~sor proJect, the Clty
wlll be relwbursed In the amount of $160,000 (2/3 of the cost) by the
Clty of Los Angeles and County of Los Angeles. ThlS revenue wlll be
reflected In the proposed FY 1994/95 budget ln revenue account number
31-500-661-00000-0525-10000.
RECOMMENDATION
It 18 recommended that Clty Councll:
l. Approve new Cap1tal Improvement Program approprlat1ons as
set :orth above and lncrease the budget ln the CIP Account
NUITber 31-760-661-20092-8900-99126 by $96,000.
2. Authorlze the C1ty Manager to negotlate and execute thlS
Amendment No. 1 to Interagency Agreement No. 62034 for
Improvements to the Plco-Kenter Storm Draln.
