Subject: Recommendation to Adopt Two Resolutions Authorizing the
City Manager to Submit and Execute Two Grant Applications
to the California Integrated Waste Management Board for
Enhancements to the city1s Used oil Management Program
Introduction
This report recommends that the city council adopt two separate
resolutions wh~ch authorize the City Manager to submit and execute
a Used Oil Recycling Block Grant application and a Used oil
Curbside Collection Promotion Grant application to the California
Integrated Waste Management Board.
Background
Currently, the City collects used oil from residential "do-it-
yourselfersll at both the permanent Household Hazardous Waste
Collection Facility at 2500 Michigan Avenue and via the curb-side
recycling program. The waste oil recycling program helps to ensure
that oil is not improperly disposed of in the solid waste stream or
dumped in a storm drain.
In order to ~ncrease public awareness about these recycling
opportunities, staff has ident~fied a state funding source for a
comprehensive waste oil public education program. The California
Integrated Waste Management Board awards grants to local
governments for the enhancement of existing programs that further

address the proper management of used oil. One grant awards up to
$0.44 for each resident in a city's jurisdiction for improving its
used oil recycling program. Santa Monica, therefore, may request
up to $38,984 in this block grant application. A second grant
awards up to $0.50 for each resident served by a curbside
collection program in its jurisdiction. In this case, Santa Monica
may request up to $12,283 to enhance its public information and
education efforts promot1ng the City's used oil curbside collection
program.
Discussion
Each application package must include an approved resolution from
the applicant's governing body authorizing submittal of the grant
application and identifying the individual authorized to execute
all necessary applications, contracts, agreements, and amendments
to carry out the objectives specified in the application. Adoption
of the attached resolutions will satisfy this requirement.
Financial/Budqet Impact
Upon approval of this grant, the following budget changes will be
made: (1) Increase appropriation in account number 20-700-695-
00000-5602-00000 by $38,984 and increase revenue estimate in
account number 20-500-662-00000-0318-10000 by $38,984 for the Used
oil Recycling grant; and 2) Increase appropriation in account
number 20-500-662-00000-5606-00000 by $12,283 and increase revenue
estimate by $12,283 in account number 20-500-662-00000-0319-10000
for the Used Oil Curbside grant.
Recommendation
staff requests that City council adopt the attached resolutions
authorizing the city Manager to submit and execute a Used oil
Recycling Block Grant application and a Used Oil Curbside
Collection Promotion Grant application to the California Integrated
Waste Management Board.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE CITY MANAGER TO SUBMIT AND EXECUTE A USED OIL
RECYCLING BLOCK GRANT APPLICATION TO THE CALIFORNIA INTEGRATED
WASTE MANAGEMENT BOARD
WHEREAS, the people of the State of California have enacted
the California Oil Recycling Enhancement Act that provides funds
to cities and counties for establishing and maintain1ng local
used oil collection programs that encourage recycling or
appropriate disposal of used 011; and
WHEREAS, the California Integrated Waste Management Board
has been delegated the agency responsible for the administration
of the program within the state, for setting up necessary
procedures governing application by cit1es and counties under the
program; and
WHEREAS, said procedures established by the California
Integrated Waste Management Board require the applicant to
certlfy by resolution the approval of application before
submission of said application to the state; and
WHEREAS, the applicant will enter into an agreement with the
State of California for development of the project;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
1. The City council of the city of Santa Monica authorizes
the submittal of an application to the California Integrated
Waste Management Board for a 1993/94 Used Oil Recycling Block

Grant. The City Manager of the city of Santa Monica is hereby
authorized and empowered to execute in the name of the city of
Santa Monica all necessary applications, contracts, agreements
and amendments hereto for the purposes of secur1ng grant funds
and to 1mplement and carry out the purposes specified 1n the
grant application.
2. The City Clerk shall certify to the adoption of this
Resolution, and thenceforth and thereafter the same shall be in
full force and effect.

CURBSIDE COLLECTION PROMOTION GRANT APPLICATION TO THE CALIFORNIA
INTEGRATED WASTE MANAGEMENT BOARD
WHEREAS, the people of the state of California have enacted
the California oil Recycling Enhancement Act that mandates the
California Integrated Waste Management Board to develop and
implement an information and education program for the promotion
of alternatives to the illegal disposal of used oil; and
WHEREAS, as part of this statewide public education and
information campaign, the Board is offering a one-time grant to
local governments for promotion of existing used oil curbside
collection programs to encourage residents already served by
curbside collection to make use of this part of California's used
oil collection infrastructure; and
WHEREAS, the California Integrated Waste Management Board
has been delegated the responsibility for the administration of
the program within the state, setting up necessary procedures
governing application by cities and counties under the program;
and
WHEREAS, said procedures established by the California
Integrated Waste Management board require the appllcant to
certify by resolution the approval of application before
submission of said application to the state; and
WHEREAS, the applicant will enter into an agreement with the
