JF " , "'~ ..i. tb i!( CM:CP:BJ:srugtle3 Council Meeting: June 14, 1994 Santa Monica, California JUN 1 4 199't To: Mayor and City Council From: City Staff Subject: Recommendation to Authorize the City Manager to Negotiate and Execute a Contract with Lindmark Engineering in the Amount of $177,886 for Environmental Assessment Activities at 3000 Airport Avenue Introduction This report recommends that the city Council authorize the city Manager to negotiate and execute a contract with Lindmark Engineering in the amount of $177,886 to conduct environmental assessment activities related to the release of gasoline from underground storage tanks at the Airport Residual Property located at 3000 Airport Avenue. Background The city currently owns and operates twelve underground tank facilities. staff maintains an Underground storage Tank Management Program to ensure the environmental integrity of City-owned underground tank facilities and minimize liability for environmental impairment due to potential subsurface contamination. As a result of this program, the former underground tank site beneath the Airport Residual Property was found to be contaminated. It appears the contamination is a result of fuel leakage from tanks which were removed approximately 10 years ago and historic aircraft repair activities at the site. Discussion Proposals to conduct environmental assessment activities were solicited from seven consultants with demonstrated expertise in environmental assessments. Four of the seven chose to submit proposals. Review of the proposals was conducted by the Environmental Programs Division staff and the Resource Management Department staff. An examination of each proposer's technical approach, experience, professionalism, references and cost was conducted. After an analysis of all proposals, it is recommended that Lindmark Engineering be awarded the contract to conduct the assessment activities at the Airport Residual Property. BUdget/Fiscal Impact Funds in the amount of $177,886 are budgeted for this project in CIP account number 33-710-662-20094-8900-99020. Recommendation staff recommends that the Council authorize the city Manager to negotiate and execute a contract with Lindmark Engineering in the amount of $177,886 to conduct environmental assessment activities at the Airport Residual Property at 3000 Airport.
