INTRODUCTION
This report transmits for C~ty Councll approval a F1nal Map for the
following Tenant-Partlclpat1ng ConverSlon project

BACKGROUND
The Clty Plamllng Commisslon approved the Tentative Map and the Ten-
ant-Partlclpatlng ConverSlon for the above proJect on July 8, 1992,
after a public hearlng and a careful review of the record and staff
recommendatlons. The actlon of the Plannlng Commisslon was based
on the CO'TImiSS10n' s findlngs that the proposed Tenant - Partlclpating
Conversion meets the requlrements of Artlcle XX of the Clty Charter
and that the proposed subdivlslon lS consistent wlth appllcable
general and spec1flc plans as adopted by the Clty of Santa Mon1ca
along wlth all mandatory re~ulrements of the Subdlvlslon Map Act of
the State of Californla.
The owners have submitted to the Clty a Written Consent Agreement
blndlng the owners and any successors ln lnterest to each cond1tion

imposed 1n connectlon with approval of th1S Tenant-Partlclpating
Converslon. This Wrltten Consent has been approved by the City
Attorney and the City Manager. Each participatlng tenant has been
lnformed In writing of h1S or her rlghts under Artlcle XX of the
City Charter The Lleense D1vlslon reports that proper arrangements
have been made to ensure payment of the Tenant-Partlc1pating
Convers1on Tax.
The Flnal Map conforms to the Tentatlve Map. The Flnal Map has been
certlf1ed by the Clty Englneer for conformance w1th the Tentatlve
Map and condltlons thereon, the Subdlvlslon Map Act and local
ordinances The Clty Attorney's offlce has approved a Declarat10n
of Covenants, Condltlons, and Restrictions, or equivalent document,
for th1S proJect as complying w1th the condltlons of the Tentative
Map and the Tenant-Particlpa~lng ConverSlon.
Council approval of a flr:al map for a Tenant-Partlclpatlng
Conversion represents one of the last steps necessary ln the
converSlon process Following Clty Council actlon and approval by
the Callfornla Department of Real Estate the appllcants may begin
sell1ng their unlts to the tenants. As each unit is sold a
converSlon tax per Sect10n 2008 of Art1cle XX 1S due In an amount
equal to twelve times the monthly maX1mum allowable rent fo::::- that
unlt. These taxes will be used to assist low and moderate lncome
households to purchase or lmprove their un1ts subJect to affordable
repayment per Sect10n 2009 of Art1cle XX

BUDGET/FISCAL IMPACT
The recommendatlon presented ln this report does not have an immedl-
ate budget o::c- fiscal lmpact. If and as units ln the project are
sold ln the future, Tenant-Partlclpating Conversion Taxes w1ll be
collected pursuant to the provisions of Article XX of the C1ty
Charter and some increased property tax revenues may be generated.
RECOMMENDATION
It 1S respectfully recommended that the F1nal Map fo::c- thlS Tenant-
Participatlng ConverS1on be approved by adoption of the accompanYlng
resolution
