SUBJECT: Recommendation to Approve Resolution for the Application
for Blcycle Funds to be Placed on Reserve UntIl Adoption
of the Clty's Blcycle Master Plan
INTRODUCTION
ThlS report reconmends that the. city Councll adopt the attached
resolutlon apprOVIng the applIcatIon for $32,243 In Los Angeles
County Metropolitan TransportatIon AuthorIty (MTA) pedestrIan and
bicycle funds. These funds \-Jlll be used for implementatlon of
bicycle Improvements once a blcycle master plan IS adopted or for
other ellglble uses identified.
BACKGROUND
Each year, the MTA (fornerly the Los Angeles County TransportatIon
Commission) nakes avallable to local agenCIes funds speclflcally
for pedestr1an and bicycle faCIl1tIes. fund1ng through ArtIcle 3
of the TransportatIon Development Act (TDA, ArtIcle SB 821), 1S
prOVIded to local jur1sdict1ons based upon each CIty's populat1on
proport1onate to the total populat1on of Los Angeles County. In FY
1993-1994, the CIty of Santa MonIca is eligible for approxl~ately
1% or $32,243 of the total funds avallable.

These funds wlll be held ln a reserve account by the MTA until
adoption of the Bicycle Master Plan by the Clty Councll. An
Envlronmental Impact Report ( EIR) on the Plan has been completed
and clrculated for publlC review. Both the EIR and the Plan will
be presented to the Planning CommlSSlon on May 18, 1994 and to the
Council soon after. If and when the plan is adopted, these funds
could then be used to implement portions of it. These TDA funds
must be claimed for a speclflc proJect or placed in a MTA reserve
account by May 1, 1994 or the Clty will lose the funds.
BUDGET/FINANCIAL IMPACT
The recommendation presented in this report does not have a budget
or fiscal impact. The funds wlll be held in a reserve account by
the MTA until the city adopts the Blcycle Master Plan or des~gnates
another eliglble use for the funds.
RECOMMENDATION
It 15 recommended that the Clty council adopt the attached
resolutlon approvlng the application for blcycle funds to be held
in a reserve account by the MTA untll the C~ty ldent~fles a
specific lmplementatlon proJect.

RESOLUTION NO. 8747
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA APPROVING THE APPLICATION FOR
BICYCLE AND/OR PEDESTRIAN FUNDS UNDER SB 821 AND
PLACING THE fUNDS ON RESERVE UNTIL ADOPTION
OF THE CITY'S BICYCLE MASTER PLAN
WHEREAS, SB 821 prov1des that 2% of each county's total local
transportatlon fund be set aS1de annually and used to fund the
development of b1cycle and pedestr1an faCIlities; and
{\IHEREAS, the C1ty of Santa Hon1ca 1S eligible to rece1ve
$32,243 of the total nonies avallable for FY 1992-1993; and
WHEREAS, the city of Sant:.a r.1onlca desires to use the funds
avaIlable under SB821 to 1mplement the C1ty'S Bicycle Master Plan
after adoptIon by the Clty Councll or make other el1g1ble
Improvements,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. 'The Clty of Santa Mon1ca agrees to deslgnate
b1cycle routes wlthln the CIty 1n conformance with SB821 and shall
comply \v 1 th the spec1f1catlons of Caltran's PlannIng and Des1gn
CrIter1a for BIcycle Facll1tles 1n Callfornla and the Reglonal
Transportat1on Plan 1n the constructIon of these blcycle routes.

SECTION 2. The Clty Manager, or hlS or her designee, is
authorlzed to act on the city's behalf and to apply for, and place
on reserve wlth the Los Angeles county Metropolitan Transportatlon
Authority, funds pursuant to SB 821.
SECTION 3 . The Clty Clerk shall certify to the adoptlon of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
