SR-6-K (80) 61\ TD:JFH:SG/f:trans\users\jackie\srtpsr Santa Mon1ca, Cal APAJi2 1994 council Meeting: April 12, 1994 TO: Mayor and city council FROM: city Staff SUBJECT: Authorize the C1ty Manager to File Updates to the Short Range Transit Plan and Applications for Funds Introduction This report requests that the C1ty Council authorize the City Manager to file a Short Range Transit Plan (SRTP) update to permit the Santa Monica Municipal Bus Lines to rema1n eligible for federal and state transit funds. In add1t1on, this report requests that the City council authorize the City Manager to file applications for funds based on the SRTP. Background In accordance with the requirements of the Los Angeles County Metropolitan Transportation Authority (MTA) , the Southern Ca11forn1a Association of Governments (SCAG) and the Federal Transit Admin1strat1on (FTA) , every three years the City must file a Short Range Transit Plan (SRTP) 1n order to remain eligible for federal and state fund1ng assistance. The SRTP examines existing services, serves as justificat10n for future projects and presents a four-year financial plan for the Santa Monica Municipal Bus L1nes. - 1 - i 6:K!mi , A complete SRTP for fiscal years 1994-1997 was adopted by the City Council on March 23, 1993. This year and next, the MTA and FTA require updated financial and operating information only. Flnancial Analysis The Municipal Bus Lines' flnancial plan utilizes funding projections based on its share of MTA's projected county-wide formula allocation of transit funds for fiscal years 1994-95 through 1997-98. For FY 1994-95, the formula allocation funds to be used by the Transportation Department for operations are projected at $10.3 mlllion. In additlon, local operating revenues (fares, charter, advertlsing, interest, lease and Proposition A Local Return revenues) are estimated at $8.2 million. PrOJected capital expendltures ln the amount of $5.1 mllllon are fully funded from subsidy sources. Financial projections to be submitted for fiscal year 1994-95 will serve as the basis for preparation of the Transportation Department budget, which will be considered by the City Council during the city budget process. Fiscal years beyond 1994-95 wlll again be addressed in next year's SRTP and in future City budgets. BUdget/Financial Impact There are no immediate budget or financial impacts associated with the recommendations contained in this report. - 2 - Recommendation city staff recommends that the City Council: 1) Authorize the City Manager to flle the requlred Short Range Transit Plan updates with the Los Angeles County Metropolitan Transportation Authority and the Southern California Association of Governments. 2) Authorize the Clty Manager to file applications for transit subsidy funds made available by the Los Angeles County Metropolitan Transportation Authority.
