SUBJECT: Recommendation to Award Bid #2483 and authorize the
City Manager to Execute a Contract with Gateway Outdoor
Advertising company for Transit Bus Advertising
Concession.
Introduction
This report concerns award of bid for a three-year advertising
concession on Santa Monica's Big Blue Buses.
Background
On January 28 and 31, 1994, in accordance with City Charter and
Municipal Code provisions, Notices Inviting Bids were published
for a three-year concession, with t\vO additional one-year
options, for advertlslng on the inside and outside of Santa
Monica's Big Blue Buses. The one-year options may be exercised
unilaterally by the Clty. Proposal forms "ere Mailed to seven
potential concessionaires.
Two bidders submitted proposals, as follows:

For the 12-month period beginning:
T.O.I. Gateway
May 1, 1994 - April 30, 1995 $380,000 $425,000
May 1, 1995 - April 30, 1996 $400,000 $450,000
May 1, 1996 - April 30, 1997 $420,000 $460,000
In the event that the City elects to exercise an option for
either of two one-year extensions the bidders propose to pay the
City the following amounts for the advertising concession.
For the period:
T.O.I. Gateway
May 1, 1997 - April 30, 1998 $450,000 $475,000
May 1, 1998 - April 30, 1999 $485,000 $500,000
Staff has checked with other properties employing Gateway and
found Gateway's service to be satisfactory.
Recommendation
It is recommended that the City Council:
l. Award Bid #2483 to Gateway Outdoor Advertising Co., based on
their proposal.
2. Authorize the City Manager to execute a contract with
Gateway Outdoor Advertising Co. , for the transit bus
advertising concession.
