SUBJECT: Award of Contract for the Construction of a canopy
Soffit and Installation of Lights at the Santa Monica
civic Auditorium
Introduction
This report recommends that the City Council award a contract for
the construction of a canopy soffit and the installation of new
light fixtures at the Santa Monica civic Auditorium to T & J Field
Construction, Inc., the lowest responsible bidder, in the amount of
$67,225.00.
Background
During the FY 1993-1994 budget process, the City Council approved
funding to construct a canopy soffit and install new lighting
fixtures at the Santa Monica civic Auditorium. The original 1958
ceiling had to be removed in 1988. Exposure to the elements has
caused rust and the open canopy has become home to nesting birds.
The soffit will close off access to the underside of the canopy to
birds.
The new lighting will brighten the entire front area and provide a
higher degree of security. The new lighting fixtures are designed
to be energy efficient and will reduce the auditorium's consumption

of electricity. Both features will reduce maintenance costs and
enhance the appearance of the civic Auditorium main entrance.
A Notice Inviting Bids was published on January 10 and January 11,
1994, in The Outlook, as well as in four construction journals.
Bidding documents were sent to six women/minority business
enterprise associations. Bidding packages were requested by eight
contractors. The City Clerk's office received four sealed bids,
which were publicly opened and read aloud on February 1, 1994 by
the Deputy City Clerk.
The bids results were as follows:
T & J FIELD CONSTRUCTION, INC. $ 67,225.00
DTEC CONSTRUCTION, INC. $ 74,441.00
UNISPEC CONSTRUCTION, INC. $ 82,300.00
AARA CONSTRUCTION, INC. $ 84,115.00
city Engineer's Estimate.....$75,000
The lowest bidder, T & J Field Construction, Inc. , supplied the
City with three references and all references reported that the
contractor's work was satisfactory. The State Contractors' License
Board verified that the Contractor's license is current, active and
in good standing. Construction is scheduled to begin June 27, 1994
and be completed by August 12, 1994 to accommodate the civic
Auditorium scheduled activities.

Contingencies (15%) . .$ 9,975.00
TOTAL $77,200.00
Funds are available in CIP account number 32-740-621-20093-8900-
99366, "Replace Ceiling and Lights," in the amount of $77,200.
Recommendation
It is recommended that the City Council:
l. Award a contract for the construction of a canopy soffit and
installation of lighting fixtures at the Santa Monica Civic
Auditorium to T & J Field Construction, Inc. , the lowest
responsible bidder, in the amount of $67,225.00.
2. Authorize the City Engineer to issue any necessary change
orders to complete additional work in conformance with the
Administrative Instructions on change orders.
