INTRODUCTION
ThlS report transmits for Clty Councll approval a Flnal Map for the
following Tenant-Participating ConverSlon proJect:

BACKGROUND
The City Plannlng Commission approved the Tentative Map and the Ten-
ant-Partlclpating ConverSlon for the above proJect on February 15,
1992, after a public hearlng and a careful reVlew of the record and
staff recommendatlons. The action of the Planning Commission was
based on the CommlSSlon's findings that the proposed Tenant-
Partlclpating Conversion meets the requlrements of Artlcle XX of the
Clty Charter and that the proposed subdlvlslon lS conslstent wlth
appllcable general and speclflc plans as adopted by the City of
Santa Monica along with all mandatory requlrements of the
Subdlvlslon Map Act of the State of Californla.
The owners have submitted to the City a Wrltten Consent Agreement
binding the owners and any successors in interest to each condltlon

imposed in connection wlth approval of thls Tenant-Partlcipating
ConverSlon. Thls Wrltten Consent has been approved by the Clty
Attorney and the City Manager. Each participatlng tenant has been
informed In wrlting of his or her rights under Artlcle XX of the
Clty Charter. The License Dlvlslon reports that proper arrangements
have been made to ensure payment of the Tenant-Partlclpatlng
Conversion Tax.
The Final Map conforms to the Tentative Map. The Flnal Map has been
certlfled by the Clty Engineer for conformance wlth the Tentatlve
Map and conditions thereon, the Subdivision Map Act and local
ordinances. The Clty Attorney's offlce has approved a Declaratlon
of Covenants, Condltions, and Restrlctlons, or equivalent document,
for this project as complYlng wlth the conditions of the Tentative
Map and the Tenant-Participating ConverSlon.
Councll approval of a final map for a Tenant-Partlclpatlng
Conversion represents one of the last steps necessary in the
conversion process. Followlng Clty Councll actlon and approval by
the Callfornla Department of Real Estate the appllcants may begin
selllng thelr unlts to the tenants. As each unlt is sold a
converSlon tax per Sectlon 2008 of Article XX is due In an amount
equal to twelve tlmes the monthly maximum allowable rent for that
unit These taxes wlll be used to assist low and moderate income
households to purchase or lmprove thelr units subject to affordable
repayment per Sectlon 2009 of Article XX.

BUDGET/FISCAL IMPACT
The recommendat~on presented in this report does not have an immed~-
ate budget or fiscal ~mpact. If and as units in the project are
sold ~n the future, Tenant-Part~c~pating Conversion Taxes w~ll be
collected pursuant to the provisions of Art~cle XX of the City
Charter and some increased property tax revenues may be generated.
RECOMMENDATION
It ~s respectfully recommended that the Final Map for th~s Tenant-
Participat~ng Conversion be approved by adoption of the accompany~ng
resolution
