SUBJECT Recommendation to Adopt a Resolution Supporting the
Proposed Los Angeles County Park, Beach and Recreation
Act of 1996 and the Inclusion of the Santa MOnica Beachfront
and Coastal Park Improvement Project as a SpecifIed Project
INTRODUCTION
This report provides information on the proposed Los Angeles County Park, Beach and
Recreation Act of 1996 and recommends that the City Council adopt a resolution In
support of the Act and the inclusion of the Santa MonIca Beachfront and Coastal Park
Improvement Project as a specified project.
BACKGROUND
The Trust for Public Land and a countywide Citizen's AdvIsory Committee IS
overseeing the development and drafting of a ballot measure that would present a
county-wide Park, Beach and Recreation Act of 1996 for voter approval In November
of 1996. If passed, It would raise approximately $270 million and Include the following
funding opportunities for cities wIthin Los Angeles County
- discretionary grants for pressing local park needs
- annual operations and maintenance funds
- countywide competitive funds for a variety of purposes
- earmarked funds for speCific, qualified City projects
The 1 996 measure IS being modeled after the highly successful Proposition A (Safe
Neighborhood Parks Act of 1992) which allocated $5 6 million for projects In Santa
MOnica, mcludlng Phase II of Palisades Park renovations, South Beach Improvements

from the Pier to Bay Street" and smaller projects In Lincoln and Joslyn Parks If the
1996 Act IS passed In November, the City of Santa Momca would receive a
discretionary grant allocation of $325,500 to support locally Identified park
Improvement projects In addition, the City has an opportumty to request IncluSion of
a speCifiC project In the Act Itself, ensuring a higher level of funding for a project of
regional significance
In order to present the ballot measure to the County Board of SuperVisors, the
Committee has requested that Cities submIt proposals for speCifiC projects to be
Included In the Act For InclUSion In the Act, projects must have strong regional
Significance and the support of local conservation and community groups Given the
tight tlmeframe for formulating the ballot measure, the City was required to submit a
questIOnnaire to the Trust for Public Land by March 15, 1996 IdentifYing a proposed
project Contingent upon CounCil approval, the Santa Monica Beachfront and Coastal
Park Improvement Project has been proposed for inclUSion as a speCified project In the
Act.
DISCUSSION
The proposed project would prOVide $3 mIllIon to support beachfront and coastal park
Improvements, supplementing currently appropriated funds for the Beach Improvement
Group (B loG.) Project which IS now In the conceptual deSign phase. ThiS Critical
funding would address unmet needs within the B I.G project area The project would.
o Enhance and beautify two key beachfront entryways at Ocean Avenue
and SeaSide Terrance and at Bay Street and Crescent Bay Park.
o Improve pedestrian pathways along the Palisades Park rim and along
the beach promenade In order to Increase public access and reduce
conflicts from intensive use by the area's many joggers, skaters and
bicyclists
o Improve linkages between Palisades Park and the beachfront through
Increased security lighting, fencmg and entryway treatment of five
pedestrran brrdges that link the Park to the beachfront
o Significantly Increase the appearance and safety of public restrooms
In the project area through significant renovation, replacement and addItion
of facIlities.
Staff sought and received letters of support from groups who can attest to the
regional significance of the project These Include: the California Department of Parks
and Recreation, Santa Monica Convention and VIsitors Bureau, the Pier Restoration
Corporation, Heal the Bay, and the UCLA Ocean Discovery Center. With a resolution
of Council support, these letters will strengthen the City's case as the Citizens'
Advisory Group selects projects for inclusion on the ballot
FINANCIAL/BUDGETARY IMPACT
There IS no Immediate financial Impact If the proposed Act IS approved by the voters
In November of 1996, approprratlons would be required to recogmze $325,500 In
discretionary grant revenues and up to $3 million for the Santa MOnica Beachfront and
Coastal Park Improvement Project.
RECOMMENDA TtON
City staff recommends that the City CounCIl (1) adopt the attached resolution
supporting the proposed Act and the City's proposal for inclusion of the Santa Monica
Beachfront and Coastal Park Improvement Project and (2) direct the City Manager to
submit all necessary fmal documents In support of the specified project

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA SUPPORTING THE LOS ANGELES COUNTY
PARK, BEACH AND RECREATION ACT OF 1996 AND THE INCLUSION
OF THE SANTA MONICA BEACHFRONT AND COASTAL PARK IMPROVEMENT
PROJECT AS A SPECIFIED PROJECT
WHEREAS, the Los Angeles County Park, Beach and Recreation Act of 1996
would provide approximately $270 million to preserve, Improve, and restore parks,
beaches, and recreation faCIlities county-wide; and
WHEREAS, the City Council of the City of Santa MOnica finds that
neighborhood and regional parks WIthin Its boundaries are Vital to the quality of life of
Its reSidents, workforce and VISitors from throughout the Los Angeles region, and
WHEREAS, the City of Santa MOnica IS graced With the Significant natural
resources of Santa Monica Bay and ItS beaches and prOVides affordable and diverse
recreational amenities to millions of beachgoers each year, and
WHEREAS, the proposed Act would help address the great need for repair and
enhancements to these mtenslvely used coastal park and beach resources; and
WHEREAS, the Los Angeles County Board of Supervisors Will be asked to place
thiS measure on the November 1996 ballot,
NOW, THEREFORE, the City CounCil of the City of Santa MOnica does hereby
resolve as follows:
Section 1:
The City CounCil of the City of Santa Monica supports the proposed Los
Angeles County Park, Beach and Recreation Act of 1996 and urges the County Board
of Supervisors to place the measure on the November 1996 ballot
Section 2:
The City CounCil of the City of Santa MOnica supports the InclUSion of the Santa
MOnica Beachfront and Coastal Park Improvement Project In the Act, given Its strong
regional Significance to all reSidents of the Los Angeles County.
Section 3.
The CIty Clerk shall certify to the adoption of this Resolution, and thenceforce
and thereafter the same shall be In full force and effect
