SUBJECT: Award of Contract to Replace Plumbing In City Hall Police
Facillty
Introduction
Thls report recommends that the City Council award a contract for
replaclng the plumblng in the Clty Hall Pollce Facillty to Trl-
Build Development Corporation, the lowest responsible bidder in the
amount of $l87,000.OO.
Background
Durlng the FY 1994-95 budget process, Clty Councll approved funding
to replace the plumbing In the Clty Hall Pollce Facillty. The
existing plumblng in the Police facllity is galvanized lron, over
40 years old, and has corroded beyond economic repair. It leaks
frequently risking damage to costly police offlce equlpment,
computers, and other Clty property. This replumbing work includes
removing the old plunblng and installing new copper piping.
A Notlce Invlting Blds was published on November 20 and 2l, 1995,
In The Outlook, as well as in four construction journals. Bld
documents were sent to SlX woman/minorlty bUSlness enterprlse
associatlons (WMBE) Bld packages were requested by nine

contractors. The C~ty Clerk's off~ce received f~ve sealed bids at
the prescr~bed t~me. The b~ds were publ~cly opened and read aloud
on December 18, 1995, by the Deputy Clty Clerk.
The bld results were as follows:
l. Tri-Bulld Development Corporatlon $ 187,000.00
2. John Tomberlin Construction $ 279,500.00
3. Atlas Alhed, Inc. $ 286,433.00
4. Spllat Construct~on Corp. $ 338,700.00
5. H P L Mechanical $ 368,937.00
City Englneer's Estimate $ 300,000.00
The lowest responsible bldder, Tri-Build Development Corporation,
supplied the Clty with flve (5) references and all references
reported that the contractor's work was satlsfactory. The State
Contractors' License Board verlfled that the Contractor's Llcense
is current I active and in good standing.
One of the other bldders protested the award to the lowest bldding
flrm. However, City staff has determined that the low bid was
valid.

City Hall pollce faclllty to Tri-Build Development
Corporatlon, the lowest responsible bldder, In the amount of
$187,000; and
2. Authorlze the Clty Englneer to lssue any necessary change
orders to complete additional work In conformance wlth the
Administratlve Instructions on change orders.
