SUBJECT RECOMMENDATION TO APPROVE ALTERNATIVE ROUTE
FOR MARDI GRAS PARADE ON PIER SCHEDULED FOR
FEBRUARY 16, 1996
INTRODUCTION
This report recommends that the City Council approve a request for a parade on a
route other than the City's authorized parade route (SMMC Section 4 08.580) for
the Pier Restoration Corporation's Mardi Gras Celebration on Fnday, February 16,
1996.
BACKGROUND
On January 30, 1996. the City's Event Management Team reviewed a request
from the Pier RestoratIon Corporation (PRC) to hold a parade on the Pier The PRe
proposes to kick off Its Mardi Gras Celebration With a short parade on Fnday
February 16, 1996 at 7 p m The event also Includes festivities on Saturday,
February 1 7 and Sunday, February 18.

The parade, which will Include 10-12 motor vehicles, will assemble on the west
side of Ocean Avenue, along the south end of Palisades Park ParticIpants will
begin the procession by Immediately turning west onto the Pier, continuing to the
end of the Pier and back They will make two loops on the Pier before dispersing
In the Pier parking lot. Organizers estimate that the parade will fast a total of 30-
40 minutes
In addition to cars transporting the grand marshal and elected offlcmls, the parade
will Include dancers, mUSICians, and clowns. The Santa Monica Harbor Patrol will
lead the procession
SMMC SectIon 4 08 580 deSignates the City'S official parade routes and requires
Council action to deSignate an alternative route
The City's Event Management Team has reviewed the logistical details of this
event and found that the MardI Gras procession can be carried out successfully
and With minimal disruption of traffiC and transit riders
BUDGET/FINANCIAL IMPACT
The Pier Restoration CorporatIon Will assume and pay all event costs.

RECOMMENDA TION
Staff recommends that the City Council approve the alternative parade route for
the Pier Restoration Corporation's Mardi Gras Celebration.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE HOLDING OF A PARADE ON FEBRUARY 16, 1996, ON
A ROUTE OTHER THAN THE OFFICIAL CITY PARADE ROUTE
WHEREAS, pursuant to SectIon 4 08 580 of the Santa MOnica MUnicIpal Code,
the City Council may authorize a parade route as set forth herein,
NOW THEREFORE, THE CITY COUNCil OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS
SECTION 1 That on February 16, 1996 at 7 00 pm, the Pier Restoration
CorporatIon IS authOrized to conduct a MardI Gras CelebratIon Parade along the
follOWing route
The parade Will start on the west Side of Ocean Avenue, along the south
end of Palisades Park Participants Will begin the procession by
Immediately turning west onto the Pier, contInuing to the end of the Pier
and back They will make two loops on the Pier before disperSing In the
Pier parking lot
SECTION 2 Permission to conduct the parade IS granted upon the follOWing
conditions

a. The necessary number of Pollee Offlcers, as recommended by the Santa
MOnica Police Department, will be provided for crowd and traffic control along the
parade route
b. That any and all costs for this event be assumed and paid by the Pier
Restoration Corporation.
SECTION 3 The City Clerk shall certify to the adoption of thIs Resolution, and
thenceforth and thereafter the same shall be In full force and effect
