INTRODUCTION
Thls report transmits for City Council approval a Final Map for the
following Tenant-Partlcipatlng ConverSlon project

BACKGROUND
The City Planning Commlssion approved the Tentative Map and the Ten-
ant-Particlpating Conversion for the above project on May 1, 1995,
after a public hearlng and a careful reVlew of the record and staff
recommendations. The action of the Planning Commlssion was based
on the commission's findings that the proposed Tenant-Participatlng
Conversion meets the requirements of Article XX of the Clty Charter
and that the proposed subdivision is conslstent with applicable
general and speclflc plans as adopted by the City of Santa Monlca
along with all mandatory requirements of the Subdlvision Map Act of
the State of Californla.
The owners have submitted to the City a Wrltten Consent Agreement

blnding the owners and any successors in lnterest to each condition
lmposed in connection wlth approval of this Tenant-Participating
Conversion. ThlS Written Consent has been approved by the City
Attorney and the Clty Manager Each partlcipating tenant has been
informed ln writlng of his or her rights under Article XX of the
Ci ty Charter. The License Dlvision reports that proper arrangements
have been made to ensure payment of the Tenant-Particlpating
Conversion Tax.
The Final Map conforms to the Tentative Map The Final Map has been
certified by the City Engineer for conformance with the Tentative
Map and condltions thereon, the Subdivision Map Act and local
ordlnanceS. The City Attorney's office has approved a Declaration
of Covenants, Conditlons, and Restrictions, or equivalent document,
for thlS project as complying with the conditions of the Tentative
Map and the Tenant-Participatlng Conversion
Council approval of a flnal map for a Tenant-Partlclpating
Conversion represents one of the last steps necessary ln the
conversion process. Following City Council action and approval by
the Callfornia Department of Real Estate the applicants may begin
selling their units to the tenants. As each unit is sold a
converSlon tax per Section 2008 of Article XX is due in an amount
equal to twelve tlmes the monthly maximum allowable rent for that
unlt. These taxes wlll be used to assist low and moderate income
households to purchase or lmprove their unlts subject to affordable

repayment per Sectlon 2009 of Artlcle xx.
BUDGET/FISCAL IMPACT
The recommendation presented ln this report does not have an lmmedi-
ate budget or fiscal 1mpact. If and as units in the proJect are
sold in the future, Tenant-Participating Conversion Taxes will be
collected pursuant to the prov1s1ons of Art1cle XX of the City
Charter and some increased property tax revenues may be generated.
RECOMMENDATION
It 1S respectfully recommended that the Final Map for this Tenant-
Part1c1pating ConverSlon be approved by adoption of the accompanying
resolution.

A RESOLUTION OF THE CITY COUNCIL

ACCEPTING AND APPROVING
A FINAL SUBDIVISION MAP FOR TRACT NO. 51888
AT 519 CALIFORNIA AVENUE
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS
FOLLOWS:
SECTION 1 That the F~nal Map for Tract No.518SS ~n the City
of Santa Monica hereby is accepted and approved.
SECTION 2. That the C~ty Clerk hereby is authorized and
d~rected to endorse upon the face of said Map this order
authenticated by the Seal of the City of Santa Monica.
SECTION 3. That the City Clerk shall certify to the adoption
of th~s Resolut~on, and thenceforth and thereafter the same shall
be in full force and effect.
