SUBJECT: Recommendatlon to Appolnt New Member to the Clty'S Task
Force on the Envlronment
INTRODUCTION
ThlS report recommends that Clty Councll appolnt BIll Selby as a
new member to flll a vacancy on the Task Force on the Envlronment.
DISCUSSION
The Task Force on the EnVlror~ent was establlshed by Clty CounCll
ln July 1991 wlth the appOlntment o~ seven members recommended by
the Clty Manager. Each of these seven rr.embers elther resldes or
lS employed wlthln the Clty of Santa Manlca. These members
possess expertlse In varlOUS envlronrr,ental areas ranglng from
stormwater pollutlon control to energy efflclency.
Slnce ltS lnceptlon, the Task Force has provlded lnput and
leadershlp on nlli~erous envlronmencal lssues lmpactlng the Clty and
was the prlDclpal sponsor or the Santa Manlea Sustainable Clty
Program. The Task Force plays a crltlcal role In the reVlew and
goal settlng process wlth respect t.o the Clty'S broad
env~rorrwental agenda and has prov~ded ongOlng advlce and expertlse
as speclflc program proposals have been formulated. "I

One of the lnaugural wembers of the Task Force, Davlc PhllllPS,
has declded to reslgn from the Task Force Que to personal
obllgations The SlX remalnlng members of the Task Force, along
wlth Clty staff and the Cley Managerr have ldentlfled and
evaluated varlOUS prospectlve candldates to flll the vacancy. It
lS the consensus reco~~endatlon of Clty staff and the Task Force
that Bll1 Selby be apPointed to flll the vacancy.
Blll Selby lS a tenured professor of ~he physlcal SClences at
Santa Monlca College and teacnes In the Center for EnVlrOTh~ental
Studles. He serves on the College's EnVlronmental Affalrs
CO~lttee and spearheaded an envlrorillental auclt of the ColLege
He also currently serves as a member of the Clty'S Cltlzens
AdvlSOry Commlttee on water and was~ewater rates.

RECOMMENDATIONS
It lS recommended that Clty Counell authorlze the Clty Manager to
