SCH# 9601017 Dear Mr. Foley: The City of Santa Monica is proposing a resident preferential parking zone along the boundaries of Adelaide Drive, Seventh Street, San Vicente Blvd. and Ocean Avenue. As you are aware a change in Intensity of use of land, in this case changing street parking from public to private use, constitutes development, pursuant to Section 30106 of the Coastal Act, and requires a coastal permit. Because of the proximity of the preferential parking zone's boundary to coastal recreational areas, such as the beach and Palisades Park, the Commission IS concerned With the potential adverse Impact the proposed preferential parking may have on public access. At this -tIme It IS not known to what extent Adelaide Drive and San Vicente Siva., which currently allow free parking to the general public, are used by the public to access Palisades Park and the beach. Therefore, the Impact of changing these two streets, espeCially In the proximity of Ocean Avenue, to preferential parking, can not be determined. Furthermore, at fourth Street, leadmg from Adelaide Drive down to Ocean Avenue (Within the City of Los Angeles), there IS a flight of stairs that provides indIrect public access to the beach. By deSignating the surrounding streets for preferential parking the City may eliminate public access to those January 1 9, 1 996 Mr. Foley Page 2 members of the public who drive and park on Adelaide Drive or Fourth Street and use the stairs for coastal recreational access. Although I am aware that the stairs are heavily used by exercise enthusiast, It IS not known to what extent the stairs are used by the general pUblic for coastal recreational access. It is also not known what percentage of the general public that use the stairs for access are nearby residents and how many drive to the area and use the surrounding streets for parking. Furthermore, alternatives to the proposed preferential parking need to be analyzed. Alternatives to preferential parking could include signage to limit the type of usage, placement of mechanisms, such as turnstiles, to discourage Joggmg, etc. Of course, smce the stairs are within the City of Los Angeles' JUrisdiction some alternatives may need to Involve the City of Los Angeles. Additional research IS necessary to adequately determine the full impact of the proposed preferential parking zone on coastal recreational access. At this time the Impacts of the proposed project on access are unknown. If you have any questions please give me a call at (31 0) 590-5071. Sincerely, a:?~ Al J. Following our preliminary review, we have no comment at this time. If you have any questions regarding this response, please call me at (213) 897-4429. Sincerely, steve Buswell IGR/CEQA Coordinator 120 So. Spring Street, l-lOC Los Angeles, CA 90012 '7 RESPONSE TO COMMENTS 1. The staff of the California Coastal CommlSSlOn expressed concern that the proposed pif:ferenttal parking zone WIll adversely affect public access to Palisades Park and the beach since Adelaide Drive, Fourth Street and San VIcente Boulevard currently allow free parking to the general public. Additionally. CommIssIon staff suggested that alternatIves to the establishment of a preferential parking zone be considered to allev13te the impact of heavy on-street parking demand created by the use of the Fourth Street stairs by exercise enthustaSts from outside the neIghborhood. Coastal access Issues are not within the purview of CEQA analysis and ate, therefore, not addressed In the InitIal Study. Secondly, the CIty of Santa MODIca has _no authority over the Fourth Street staln as they are located outside the city boundaries in the City of Los Angeles and is, therefore, lImited in the nature of alternanves that mIght be considered to alleviate the parlang impacts created by the usage of the stairs. The preferentIal parkIng zone WIll reqUIre a coastal permit. Preferential Parking Zone "HH" will be submItted to the CalIforma Coastal CommiSSIon for reVIew where the coastal access ISSUes can be addressed. The next Commission hearings which are scheduled locally are due to occur in May 1996. 2. No response required. f: \ppd\share\prefpkg\hhlscom ~
