Subject: Recommendation to Award a Contract to steiny and
company, Inc. for the Traffic Signal Modifications:
4th street and Broadway; 4th Street and Pico Boulevard
Introduction
This report requests that the city council award a contract in
the amount of $165,061.00 to Steiny and Company, rne. , the lowest
responsible bidder, for the modification of two intersection
traffic signals at 4th street and Broadway, and 4th street and
pico Boulevard. It is also requested that the City Parking and
Traffic Engineer be authorized to issue any change orders
necessary to complete additional work to the extent of funds
available in accordance with the Administrative Instruction on
Change Orders.
Discussion
This project entails upgrading the existing outdated traffic
signal equipment and controllers and completing the
synchronization system along 4th street between pico Boulevard
and Wilshire Boulevard. The purpose of this project is to
synchronize traffic signals along this transit/traffic arterial.
The proposed lmprovements Wil: reduce delay and fuel consump:iO~ F

and will improve the flow and safety of transit operations and
traffic.
Although the city is considering possible traffic circulation
changes in the downtown area, construction of these signal
projects at this time will not require substantial changes or
their reconstruction at a later date, especially at the
intersection of 4th street and Broadway. The technology
installed will accommodate potential changes to the traffic
circulation requiring only minor traffic signal modifications
which can be completed by Clty staff.
This project was approved by the Los Angeles County Metropolitan
Transportation Authority (MTA) through the submission of the
City's Fiscal Year 1995-96 proposition A and C Local Return
Annual Plan.
Following the published advertisements, bidding packages for the
installation of these signals were requested by ten (10)
contractors. Eight (8) bids were received, and read by the
Deputy City Clerk on December 20, 1995. The bids received were
as follows:

Staff has checked the eighteen (18) references provided by steiny
and Company, Inc. , the low bidder, and found their work to be
satisfactory.
Budqet/Financial Impact
Funds required: Contract $165,061.00
Contingencies (18%) 29,939.00
Contract Total $195,000.00
Sufficient funds are appropriated at account number 20-770-415-
20096-8905-99618. The slightly higher than normal percentage for
contingencies is to accommodate SMART Corridor project
modifications during construction at Pico Boulevard and 4th
Street. These modifications are currently being designed and
will be incorporated into this project, saving time and money
when the SMART Corridor begins full construction later this year.

Recommendation
It is recommended that the city council:
1. Award a contract to steiny and Company, Inc. , the lowest
responsible bidder, in the amount of $165,061.00 for the
modification of two intersection traffic signals at 4th
street and Broadway, and 4th street and Pica Boulevard.
2. Authorize the city Parking and Traffic Engineer to issue any
change orders necessary to complete additional work to the
extent of funds available in accordance with the
Administrative Instruction on Change Orders.
