Introductlon
ThlS report recoI"unends that the Clty CounCll adopt the attached
resolutlon authorlz:ng the Clty Manager to act on behalf of the
Clty of Santa Monlca on matters assoclated wlth the admlnlstratlon
and lmplementatlon of the varlOUS federally funded hlghway programs
of the Intermodal Surface Transportatlon Efflclency Act of 1991.
Background
The Clty of Santa Monlca recelves federal funds for varlOUS
transportatlon proJects In accordance wlth the Intermodal Surface
Transportatlon Efflc1ency Act (ISTEA) of 1991.
In 1977, the Clty of Sa~ta MO~lca entered lnto an agreement wlth
Caltrans entltled "Local Agency-State Agreement for Federal-Ald
ProJects No. 07-5107", Wh1Ch calls for a resolutlon to be adopted
authorlzlng the Clty Manager to execute Program Supplement
Agreements for each proJect rece1vl~g federal funds. The attached
resol~tlcn wlll modlfy the current procedure of adoptlng a P~OJ~ l:::

spec1flC resolutlon each tEr.e a Program Supplement Agreement
requlres executlon. This "blanket" resolutlon w1ll allow the C1ty
Manager to execute all future Program Supplement Agreements for
federally funded projects thus el1IDlr.atlng the need to have Council
adopt a separate resolutlon each tlme a federally funded proJect lS
undertaken.

THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS
FOLLOWS:
SECTION 1. The Clty Cauncll of the City of Santa Monlca does
hereby approve and authorlze the Clty Manager to act on behalf of
the Clty of Santa Monlca on all matters assoclated wlth the
admlnlstratlon and lffiplementatlon of the var~ous federally funded
hlghway programs of r'.., Intermodal Surface Transportatlon

SECTION 2. The Clty Clerk shall certlfy to the adoptlon of
thlS resolutlon, and thenceforth and thereafter the same shall be
