SR-6-N (58) 6~N CED/BJS/jtpasr Council Meeting 4/14/92 APR 1 4 1992 Santa Monica, California TO: Mayor and city council FROM: city staff SUBJECT: Recommendation to Approve Resolution Supporting Increased Job Training Partnership Act Funding for Santa Monica INTRODUCTION This report requests that the City Council approve the attached resolution supporting an increase ln Federal Job Training Partnership Act funding to the Santa Monica area. BACKGROUND As identified in both the City's Ten-Year Youth Action Plan and the recent Homeless Task Force Report, there is an ongoing and critical need in Santa Monica for more comprehensive job development and employment services for youth, low-income residents, and homeless persons. Both reports identified the need for expanded and comprehensive employment programs for these target groups as major priorities -- emphasizing the need for a partnership with the private sector and other governmental entities to meet that end. A critical component of any effort should be the utilization of any available Federal Job Training Partnership Act (JTPA) funds which, in the case of Santa Monica, now is allocated to the County of Los Angeles for award to providers in each Supervisorial district in the - 1 - countY6 _ N ~?R 1 4 '991 DISCUSSION The City recently received the County's Request for Proposals for JTPA funding for the next four-year period, beginning July 1, 1992. While the City does not provide direct job training and placement services for the target groups prioritized under JTPA, City staff began efforts to assess what organizations were going to apply and how the city could advocate for increased funding, especially for programs that would include services to homeless persons and youth. At this time, proposals which will serve low-income and homeless adults will be submitted by united Housing and Community Development Corporation (UCRDC) for on-the-job training and by the Venice Skills Center (of the Los Angeles Unified School District) for classroom training and job placement. Both proposals will include allocation requests for Santa Monica. Discussions are also being held with Santa Monica/Malibu Unified School District to assess the feasibility of funding for the District's planned adult education program. An application for youth employment funding will be submitted by the Catholic Youth Organization (Archdiosese of Los Angeles) . In order to support the proposals of applicant agencies and to show the City's interest in expanded services, staff has developed the attached resolution which will be transmitted to the Board of Supervisors as well as included in applicant agency proposals. In addition, staff has alerted supervisor Edelman's Office of the City's interest in working with the County to expand allocations to this area. - 2 - FISCAL/BUDGETARY IMPACT There is no fiscal or budgetary impact of this Council action. Any funding made available would go directly to applicant non-profit agencies. RECOMMENDATION City staff recommends that the City Council approve the attached resolution and authorize city staff to work with applicant agencies and the County to ensure increased JTPA funding to the area. Prepared by: Barbara stinchfield, Acting community Development Director Community Development Department Attachment: Resolution - 3 - I RESOLUTION NO. 8385 CCS A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA SUPPORTING INCREASED JOB TRAINING PARTNERSHIP ACT FUNDING FOR SANTA MONICA WHEREAS, the County of Los Angeles has issued a Request for Proposals to operate Programs Under the Federal Job Training partnership Act (JTPA) for a four-year period beginning July 1, 1992; and WHEREAS, the city of Santa Monica does not receive JTPA funds directly and therefore must rely on County allocations to local non-profit organizations to ensure services to Santa Monica residents; and WHEREAS, JTPA funds are intended to provide jOb-related training and employment to economically disadvantaged youth and adults; and WHEREAS, a number of documents previously approved by the City Council of the City of Santa Monica (inclUding the Ten-Year Youth Action Plan and the Task Force on Homelessness A Call To Action) prioritize increased funding for employment efforts to these groups~ NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA RESOLVES AS FOLLOWS: SECTION 1. The City Council authorizes City staff to work in partnership with local service providers, the private sector and the County of Los Angeles to create expanded job training and placement services in santa Monica. SECTION 2. The City council urges the County Board of supervisors and the County Private Industry Council to expand JTPA funding and services to Santa Monica through awards to local non-profit organizations applying for such funds. ~~~ ROBERT M.
