AHport to Excel Pavlng Company, the lowest responsible bldder meetlng the
Federal Aviation Admlnistratlon (FAA) requlrements for Disadvantaged Buslness
Enterprlse (DSE), in the amount of 5173,920.00.
Background
In accordance with the Airport Master Plan, an acoustlcally engineered wall
is to be constructed at the end of the runway to deflect noise from aircraft
runups and turbine engine blast from larger alrcraft imtiating departure,
The noise barrler is a wall deslgned to deflect nOlse back to the alrside of
the airport and partially absorb sound.
The current alrplane wash rack is being improved to comply with recent storm
water dlscharge regulations mandated by the State and Federal government. At
present, the gr1me from aircraft 15 rinsed d1rectly onto the ground and drains
lnto the storm dra1n system. The proposed wash rack lncludes a water
clarif1er that w1ll capture the waste water and fllter out foreign partlcles
and chemi ca 1 s .
The clar,f1ed waste water wlll then be dlsposed of uS1ng the
sewer system.

Funds for both capital projects were appropriated by City Counc1l 1n FY
1989-90. The nOlse barrler is el1g1ble for a 90% relmbursement from the FAA.
D1SCUSSlon
A Notice Invitlng B1ds was published January 15 and 17, 1992 in the Outlook as
well as several construction journals, Bldding documents were sent to eight
WMBE associations, Biddlng packages were requested by 28 contractors. The
Clty recelved 12 bids and on February 18, 1992 they were publicly opened and
read aloud by the Deputy City Clerk.

In accordance w1th FAA fund1ng requirements, all bids were rev1ewed by the
FAA, The low bidder, F & S Construction, did not meet the 13% DBE
part1cipation required by the FAA and theH bid 1S non-responslVe. Excel
Pav1ng Company, the second lowest bidder, meets the DBE requirements and has
been accepted by the FAA. Four references were contacted and all were
sat1sfied with the qual1ty of work performed by Excel Paving. The
contractor's license was verif1ed to be in good standlng by the Californla
State Contractor's License Board.
Budget/F1nancial Impact
The cost of the wash rack 1 s bu 1lt into the tie down charges assessed to
a1rcraft owners.

Recommendatlon
It is recommended that City Council:
1. Award a contract for the construction of an Aircraft Wash Rack and Noise
Barrler at the Santa MOOlca Municlpal Alrport to Excel Pavlng Company,
in the amount of $173,920.00.
2. Authorize the City Engineer to issue any necessary change orders and
complete addltional work in conformance wlth the Administrative
Instructlons on change orders.
