ORDINANCE SECTION 11227
I have several questions regarding my responsibility with regard
to the requirement for an independent audit of campaign
disclosures following each election. If this section is adopted,
I will need additional information with regard to the audit so
that I can pass on specific guidelines to those concerned.
Points to be considered would be:
1. A definition of the term "audit".
A. A complete audit, such as one conducted by the State
Franchise Tax Board for the FPPC, which includes
campaign reports and supporting documents (i,e., checks,
bank accounts, etc.)
B. Partial audit tracking only contribution compliance.
2. Who will perform the independent audit?
A. state Franchise Tax Board. (If possible?)
B. Independent Auditor,
C. Staff Member.
3. Authorization to allocate funds for the audit.
4. Would all campaign statements filed be subject to audit, or
A. Those officeholders filing the long form (Form 490); or
B. Those exceeding a certain predetermined maximum?
