This work is currently underway based upon emergency authorization by the city Manager. This report requests Council confirmation of this emergency work. Background The city currently owns and operates twelve underground tank facilities. Presently, staff maintains the Underground storage Tank Management Program to ensure the environmental integrity of city-owned underground tank facilities and minimize liability for environmental impairment due to potential subsurface contamination. Th1S report discusses the unexpected failure of the Police Department's tank system due to corrosion and the steps undertaken by staff to mitigate the impact of the release. Discussion The Santa Monica Police Department maintains a standby electrical generator, located on the northwest side of city Hall, to provide - 1 - 6-L MA~ ~ "; "'. . ' . ~ -:.... e ~ ~ emergency power in the event of a loss of electricity to the police communications facility. The diesel generator is fueled from a 550 gallon underground storage tank adjacent to the generator. Recently, the weekly monitoring tests performed by staff revealed that the tank had released its contents in the subsurface. Subsequent investigations conducted confirmed the release and emphasized the need for timely cleanup due to the rapid spread of the contamination plume and its proximity to groundwater. Since initial evidence of the failure, staff has conducted the site assessment, located and mobilized contractors and equipment and finalized plans for excavation and removal of the contamination. Staff determined that the most appropriate cleanup method in this case is excavation of approxlmately 450 cubic yards of contaminated soil to mitigate any threat of contamination to shallow groundwater resources. Specific logistical constraints at the site, such as sloping topography and proximity to the freeway, dictate that the excavatlon be conducted in a series of large drill-hole excavations. It is anticipated that the excavated soil will be recycled into asphalt products. Following the removal of the old tank and excavation of the contaminated soil, a new tank system will be installed to provide fuel to the emergency generator. In the interim, a temporary fueling system is being maintained at the site. Due to the urgent nature of the cleanup, this request does not include the cost of the new tank system. Staff anticipates returning to Council within one month with a proposal for the installation of - 2 - - - r a new tank system, which is anticipated to cost between $35,000 to $40,000. The scope of services provided by Lindmark Engineering, Inc. includes the removal of the old tank system and excavation of the contaminated soil. Haz Pak Environmental, Inc. will provide transportation and recycling services for the contaminated soil. Lindmark Engineering Inc. and Haz Pak Environmental, Inc. have provided consistently high quality and responsive environmental services to the City at costs competitive with or below industry standards. staff believes that the consistent performance of these contractors in conjunction with the urgent need for remedial activities at the site combine to recommend this course of action as the most prudent cleanup alternative. Financial/Budget Impact Funds in the amount of $158,410 for the proposed contracts are available in CIP account 01-710-401-20092-8900-99020. Recommendation staff requests that city Council authorize the city Manager to negotiate and execute contracts with Lindmark Engineering, Inc. in the amount of $83,190 and HazPak Environmental, Inc. in the amount of $75,220 to provide underground tank removal and remediation services.
