Introductlon
This report recommends that the City Council set a public hearlng for May 26,
1992 to hear protests regardlng the completed work and to confirm the
assessment of costs for street resurfacing on PieD Boulevard from Twentieth
Street to Twenty Eighth Street These improvements were completed ,..i th the
1990-91 street resurfacing program
Background
On April 14, 1992 City Council held a public hearing to confirm the assessment
of costs for the FY 1990-91 street resurfacing program Some property owners
on Pica Boulevard did not receive the Notice of PubllC Hearing because of a
clerical error In order for all Pico Boulevard assessments to be collected,
staff requests to set a public hearing on May 26, 1992
A public hearlng to confirm the assessment of costs must be held pursuant to
Section 5882 of the Californla Streets and Hlghways Code The attached
resolution sets the publlC hearlng for 7 30 p ill on Hay 26, 1992 All affected
property owners will be notifled by mail of the public hearing date and the
assesswent amount fifteen days prlor to the public hearing A list of property

ow~ers and assessment amounts will be available to the C~ty Council at the time
of the public hearing
Residential properties are not assessed for street resurfacing Commercial and
~ndustrial property owners will be assessed the full cost for the street
resurfaclng at $9 00 per lineal foot The proposed assessments are designed so
that each commercial and lndustrial property owner will pay the same unit cost
regardless of the width of the street on 'i.vhich their property fronts
Consistent with the present policy for assessing commerc1al and industrial
properties, this assessment will be a cash assessment and no bonds ~vi 11 be
issued. For a commercial or industrial property owner with a SO foot lot, the
typical assessment is $450 00 for street resurfaclng
Bud~et/Financial Impact
It is calculated that approximately $15,811 will be generated from property
owner assessments for street resurfacing Revenues will be deposited in
Account No 01-500-401-00000-0124-10000, "Street Resurfacing Assessment" Any
unpaid assessments w~11 be put on the 1992-93 property tax roll by the Los
Angeles County Assessor's office
Recommendation
It 1S recommended that City Council adopt the attached resolution setting a
public hearing on May 26, 1992 , to confirm the assessment of costs for street
resurfacing on Pico Boulevard from Twentieth Street to Twenty Eighth Street

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
SETTING A PU B LI C HEARING ON MAY 26, 1992, TO HEAR ANY
PROTESTS OR OBJECTIONS TO THE CONFIRMATION OF ASSESSMENT OF
COSTS FOR STREET RESURFACING ON PICa BOULEVARD IN
CONJUNCTION WITH 1990-91 STREET RESURFACING PROGRAM
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS
FOllOWS:
SECTION 1. The Superintendent of Streets wlll flle a report of work
pursuant to Sectlon 5882 of the Streets and Hlghways Code of the State of
Callfornla, relatlng to the street resurfaclng completed on PICa BOULEVARD from
Twentieth Street to Twenty E1ghth Street.
SECTION 2. Pursuant to Section 5870 et seq. of sald Code, the C1ty
Council does hereby order and declare that on the 26th of May, 1992, at 7:30
p.m., in the City Council Chambers of City Hall located at 1685 Maln Street,
lt w1ll hear and pass upon the report by the Superlntendent of Streets, of the
cost of street resurfaclng together wlth any obJect1ons or protests, if any,
whlch may be ra1sed by any property owner liable to be assessed for the cost of
such lmprovements and any other lnterested persons.
SECTION 3. All protests or obJectlons must be 1n wntwg and flled
with the C1ty Clerk on or before the time set for the hearing of the protests
and obJectlons.
SEelION 4. The Super1ntendent of Streets is hereby directed to mall
notlces, in the manner and form prescrlbed by law, of the cost of improvements
and of the adoptlon of this ResolutlOn to all person sown i ng commerCl a 1 or
industnal real property 1n the hereinbefore descn bed assessment distr1ct

whose names and addresses appear on the last equa11zed assessment roll for the
Clty taxes or as known to the C1ty Clerk.
SECTION 5. The City Clerk 1S d1rected to publ1Sh th1S Resolut1on 1n
The Outlook on two succeSSlve dates. The first publ1cat1on 1S to be made not
less than fifteen days pr10r to the date of the above publ1C hear1ng.
SECTION 6. The City Clerk shall cert 1 fy to the adopt i on of th is
Resolut1on, and thenceforth and thereafter, the same shall be in full force and
effect.
