SUBJECT: Recommendation to Allocate Add it lona 1 Funds 1n the Amount of
$17,453.00 to Provide for the Plumblng. Smoke Oetectlon. and
Sprinkler System at the C1V1C Auditorlum
Introduction
Th1 s report requests that City Councl1 approve an add 1 t lOna 1 alloeatlon of
517,453.00 to provlde for the plumblng, smoke detectlon, and sprlnkler system
at the C1V1e Aud1torlum.
Background
The C 1 ty Counell approprlated funds 1 n the FY 1989 - 90 Budget to replace the
Clvic Auditor1um plumblng system as well as 1nstall a smoke detect10n and fire
spn nkl er system The eXlstlng plumb1ng had deterlOrated over time and was
the cause of slgnlfleant leaks and water damage. Replacement of that system
was needed to avoid future damage to the bUlldlng lnterlors and any dlsruptlon
of scheduled activ1tles 1n the C1V1C Audltorlum. There was no f1re sprlnkler
or smoke detectlon system serv1ng the ent1re bU1ldlng, so a new flre sprlnkler
system, a comprehensive smoke detectlon and a flre alarm system were lnstalled
to protect all major areas of the buildlng.
A contract was negotiated with West World, Inc. on August 8, 1990. A design
build contract was executed for the Contractor to begln work ln late August,
1990.
The approved contingency was spent on unanticipated work durlng constructloo
of th 1 S proJect Whl ch included replacing the eXlStlng underground domestic

water serVlce line, replacing rusted and deteriorated metal partltlons ln the
shower stalls wlth longer lastlng ce r..am 1 c tlles, and lnstalllng a new
communlcations serVlce llne from the Flre Department.
In addltlon, a combl nat 1 on of delays In the construct 1 on process and the
lncorporation of the unanticlpated work pushed the completion date beyond the
December 1990 deadline. ThlS made lt necessary for the contractor to repalr
open walls and ceil 1 ngs and remove thelr operations from the Slte to
accommodate a scheduled maJor tradeshow ln February 1991.
Finally, the Santa Monlca tlre Department requested that the maln fire alarm
panel be upgraded to meet addltlonal public safety standards The new panel
1S a zoned system that lncludes a delay factor ln the flre alarm. It assures
that the C1V1C security personnel and the stand-by flre fighters have enough
t lme to verl fy whether the alarm 1 s a false alarm or an actual fwe before
evacuatlng everyone. Although an alarm panel was requested ln the ongwal
speclflcatlons, the Contractor had lncluded a 1 ess expenslve and less
efflClent system in thelr bld.
The additional work as descrl bed above caused the contract to exceed the
contlngency by $17,453.

2. Authorlze the C1ty Eng1neer to lssue a change order 1n conformance
w1th the Adm1n1strat1ve Instruct10n on change orders.
