SR-6-M (63) CARS:BFM:KK city Councll Meetlng: May 26f 1992 6-~ Santa Monica, Callfornia MAY 2 t 1992 STAFF REPORT TO: Mayor and city Council FROM: city staff SUBJECT: RECOMMENDATION TO ADOPT RESOLUTION AUTHORIZING SUBMITTAL OF GRANT APPLICATIONS FOR SENIOR NUTRITION PROGRAM AND AUTHORIZING CITY MANAGER TO NEGOTIATE AND EXECUTE CONTRACT UPON RECEIPT OF FUNDING INTRODUCTION This report recommends that the City Council adopt the attached resolutlon authorizing the submittal of a grant application to the Los Angeles County Area Agency on Aging for funding 1n the amount of $140,454 for FY 1992(93 and authorizing the City Manager to negotiate and execute a contract for provision of services to the elderly through the City'S Senior Nutrition and Recreation Program. BACKGROUND The Clty of Santa Monica has been sponsoring the Senior Nutrition and Recreation Program for the past fifteen years. Each year the City is required to submit an application for grant moneys. The C-1 or Congregate Meals program provides approximately 220 meals per day, Monday through Friday for four sites: Lincoln parkf Ken Edwards Center, Virginia Avenue Park and the Senior Recreatlon Center. The C-2 or Home Delivery Meals Program provides approximately 50 meals per daYf 7 days a week for homebound sen10rs in the Santa Monica area. A food service company is under subcontract to provide 220 hot meals per serving day as well as fifty home dellvered meals per serving day. In 6 -111 MAY 2 C :992 -addition, the nutrltlon van provides 5,256 units of transportatlon each year to the nutritlon program, medical appointments and recreatlon activities. The following description of the projected costs and revenues for the Senior Nutrition and Recreation Program indicates that in addition to the county grant, $127,296 will be needed from the Clty'S General Fund and $39,201 is required from Proposition A Transportation Funds. This is due to a slight reductlon In the number of contracted C-1 meals. BUDGET/FINANCIAL IMPACT Approprlate grant appllcatlon and/or approvals, and other revenue sources will be reflected in the FY 1992/93 proposed budget. Prepared by: Barbara Franklin-Moran Director, Cultural and Recreation Services Kathy Kucharski Recreation supervisor CARS:BFM:KK Council Meeting: May 26, 1992 Santa Monica, Californ~a RESOLUTION NO. 8406(CCS) A RESOLUTION OF THE CITY OF SANTA MONICA AUTHORIZING THE SUBMITTAL OF A PROPOSAL AND THE SIGNING OF A CONTRACT FOR PROVIDING SERVICES FOR ELDERLY PERSONS WHEREAS, the County of Los Angeles Department of community and Senior citizens Services has been awarded the funds for providing serv~ces for the elderly under the Older Americans Act; and WHEREAS, the City of Santa Monica wishes to apply for Older Amerlcans Act funds for social services, in order to administer said services; and WHEREAS, it is necessary that the City of Santa Mon~ca approve the submittal of a proposal for Older Americans Act funds; and WHEREAS, it is necessary that the City of Santa Monica deslgnate and authorlze a representative to sign the contract for Older Amerlcans Act funds on behalf of the said City of Santa Monlca, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Councll approves the submittal of a proposal for Older Americans Act funds; SECTION 2. The Clty Council designates the Clty Manager or, in his or her absence, the Assistant City Manager as the authorized representatlve to slgn the contract and all documents necessary to accompany sa~d contract, including all amendments to said contract wlthin the flscal year. SECTION 3. The City Clerk shall certlfy to the adoption of this Resolutlon, and thenceforth and thereafter the same shall be in full force and effect.
