SUBJECT: Recommendation to Award Bid to Furnish and Deliver
One (l) New and Unused 22,000 Gross Vehicle Weight
Rated (GVWR) Cab and Chassis with 10 Cubic Yard Refuse
packer Body, Bid #2396
Introduction
This report concerns award of bid to furnish and deliver one (1)
new and unused 22,000 GVWR cab and chassis with 10 cubic yard
refuse packer body for the Solid Waste Management Division,
General Services Department, in the total amount of $52,857.25,
including applicable sales tax.
Background
In response to published Notices Inviting Bids (published
February 28, 1992 and March 2, 1992) to furnish and deliver
one (1) new and unused 22,000 GVWR cab and chassis with 10 cubic
yard refuse packer body in accordance with City specifications,
bids were received and publicly opened and read on March 17,
1992. Proposal forms were mailed to 24 vendors and notices were
advertised in accordance with City Charter and Municipal Code
provisions. Three proposals were received as follows:
Diesel Powered
Ray Gaskin $52,857.25
Boerner Truck Center $72,037.79
Haaker Equipment Company $72,574,056

Ths city currently has only one lightweight truck for pier refuse
operation. There is a need for a backup unit equipped with a
semi-automated lifter and a bin lifter for the pier and regular
refuse routes. It will also be used in the expansion of the
commercial recycling effort in the downtown and Montana
commercial area.
This vehicle is diesel powered and is not available in any other
alternate fuel source.
staff has evaluated the low bid and finds that it meets city
specifications.
Budget/Financial Impact
Fiscal Year 1991/92 appropriation authority for this purchase is
in the capital Improvement program Budget, account number
27-710-441-20092-8900-99005, "Refuse Vehicle Replacement.1I
Recommendation
It is recommended that the award of Bid #2396 be made to
Ray Gaskin Service in the total amount of $52,857.25, including
applicable tax, as the lowest and best bidder.
