SUBJECT: Award of Contract for the Placement of Recycled Rubber
Coating on the Deck at the Municipal Pool at Santa
Monica College
Introduction
This report recommends that City Council award a contract for the
placement of recycled rubber coating on a portion of the deck at
the Municipal Pool at Santa Monica College to Lotz Industries,
Inc. , the lowest responsible bidder, in the amount of $32,850.00
Background
The Municipal Pool is located at Santa Monica College and under
an agreement, the City 1S responsible for securing various repair
services to the pool including the pool deck. All costs are
shared equally between the City and the College. The pool deck
which is made of concrete has cracks and is slippery when wet.
The placement of recycled rubber coating w1ll make the deck area
around the pool slip-resistant.
The City Council appropriated $30,000 in the FY 1989-90 budget
for placement of a recycled rubber coating on the pool deck. The
coating was placed over a portion of the deck area in 1989. The
recycled rubber coating has performed very well and users are
satisf1ed with the material. Additional funds were appropriated

in FY 91-92 to complete the work by placing the same recycled
rubber coating over the remaining pool deck and locker room
areas.
A Notice Inviting Bids was pUblished on April 1 and 2, 1992 in
The Outlook, as well as several construction journals. Bidding
documents were sent to eight WMBE associations. Bidding packages
were requested by two contractors. The City received one bid,
which was publicly opened and read aloud on April 20, 1992, by
the Deputy City Clerk. The bid was received as follows:
Lotz Industries, Inc. $ 32,850.00
city Engineer's Estimate......$ 30,000.00
The bidder, Lotz Industries, Inc. , supplied the City with three
references. All references reported that the contractor's work
was satisfactory. The State Contractor's License Board verified
that the contractor's license is "B" (general building) and is in
good standing.

Recommendation
It is recommended that city Council:
l. Award a contract for the placement of recycled rubber
coating at the Municipal Pool at Santa Monica College to
Lotz Industries, Inc. , in the amount of $32,850.00 and
2. Authorize the City Engineer to issue any necessary change
orders to complete additional work in conformance with the
Administrative Instruction on change orders.
