SUBJECT: Recommendation To Authorize the City Manager to
Negotiate and Execute Professional Services Contracts
for the Preparation of Design and Construction Bidding
Documents for Lincoln and Palisades Park Renovations
INTRODUCTION
This report recommends that city Council authorize the City
Manager to negotiate and execute contracts with the firms Sasaki
Associates, Inc. and Clark and Green Associates for the
preparation of design and construction bidding documents for the
Palisades Park and Lincoln Park renovation projects respectively.
BACKGROUND
Palisades Park
A Master Plan of Palisades Park was completed in early 1991.
That plan identified over $25 million dollars in potential
improvements which included new fencing, lighting, a jogging
path, bluff restoration, building renovations, landscaping and
irrigation replacement.
During the FY 1991-92 budget preparation, funding for an initial
phase of the project was approved by the city Council. The scope
of the current project lS limited to restoring the plant

materials (with an emphasis on drought tolerant species),
installing efficient irrigation systems, repair of subsurface
drainage facilities, construction of a new jogging path,
realignment and/or repair of walkways, and handicap accessibility
upgrades from the California Incline to Colorado Avenue. The
estimated cost of these improvements is $1,800,000.00.
Lincoln Park
The park buildings were dedicated in 1929 and have provided years
of useful service to the city. Today, the park is in need of
ongoing improvements including physical improvements to expand
access to the park, and accommodations for increasing program
activities.
Proposed improvements to the park include upgrading the existing
security lighting system, efficiency improvements to the existing
irrigation system: modification to the pedestrian walkways and
entrance points: a face lift of the park buildings and minor
interior changes: and general Title 24/ADA accessibility upgrades
to the park. The estimated cost of these improvements is
$450,000.00.
DISCUSSION
Palisades Park
A request for proposals (RFP) was issued August 5, 1991.
Responses were submitted by four firms, including Sasaki

Associates, Schmitt Design Group, Inc. , Tatsumi and Partners,
Clark and Green Associates.
The review committee included the Director of CARS, the Director
of General Services, the city Engineer, a ci vil Engineer in the
Engineering Division, a representative from city Planning and the
Parks Superintendent.
The review committee recommends selecting Sasaki Associates.
Their proposal best conforms to the requirements of this project.
Sasakl has prior City work experience by being involved in the
public process and conceptual design of the South Beach
Improvement Project. Their previous City work demonstrates their
ability and expertise in the various aspects of park planning and
design. Sasaki Associates will provide design for the entire
South end of Palisades Park and the bidding package will be
tailored to allow for phased construction pending availability of
funding. Similar projects recently completed include Charles
Wilson Park (Torrance), Santa Barbara Waterfront Park, Birch Park
(Santa Ana) , and a 30 acre portion of Elysian Park in Los
Angeles.
Lincoln Park
A request for proposal (RFP) was issued on August 12, 1991.
Responses were submitted by five firms: Clark and Green
Associates, Sasaki Associates, Calvin Abe and Associates,
Cardoza-Dilallo-Harrington, and Tatsumi and Partners. A similar

inter-departmental review team composed of the Director of
Cultural and Recreation Services, the City Engineer, an Architect
in the Engineering Division, a representative from City Planning
and the Parks Superintendent was formed to review and evaluate
each proposal.
Staff recommends award to Clark and Green Associates as the most
qualified for this project. Their past experience with similar
park projects, combining architectural renovations with landscape
architecture is extensive. Examples of their design work include
El Toro Park (Orange County) , Oak Canyon Community Park (Simi
Valley) T and Corriganville Park (Simi Valley).
Budqet/Financial Analysis
The following funds are needed in order to execute these
contracts with Sasaki Associates and Clark and Green for
preparation of the construction bid documents for Palisades and
Lincoln Parks:
Sasaki Associates (Palisades Park) $82,500
Clark and Green (Lincoln Park) 59,400
Total funds required $141,900
. available following
Funds are currently in the CIP Budget
accounts: account #01-740-511-20092-8900-99337 in the amount of
$82,500 to be used for Palisades Park; and accounts
#01-740-511-20091-8900-99262 in the amount of $21,130 and
#53-740-511-20092-8900-99289 in the amount of $38,270 to be used
for Lincoln Park.

When adopting the FY 1991/92 City budget, the city council
specified that FY 1991/92 revenues resulting from the revised
Real Property Tax rate were to be used to finance improvements to
Palisades Park. However, as a precaution, these revenues are
being held in a reserve account pending resolution of a legal
action challenging the validity of the City of Los Angeles'
revised Real property Tax rate. Should the City of Los Angeles
ultimately lose the legal action and the court's judgment be
extended to the City of Santa Monica's revised tax rate, all
collections under the revised tax rate may have to be repaid. If
this occurs, the matter of implementation and financing of
palisades Park improvements will have to be reviewed.
RECOMMENDATION
Staff recommends that City Council authorize the City Manager to
negotiate and execute contracts with Sasaki Associates for the
design of Palisades Park in the amount of $82,500.00 and Clark
and Green Associates for the design of Lincoln Park in the amount
of $59,400.00 for the preparation of design and construction
bidding documents for the respective park improvements.
